NORCAP in cooperation with the African Union (AU) is hiring a Joint Framework Agreement (JFA) Coordinator to the Partnerships Management and Resource Mobilization Directorate

The JFA Coordinator position is for an initial period of one (1) year, the first three (3) months of which shall be on probation. The assigned duty station is Addis Ababa, Ethiopia. This is an English-speaking role and to be eligible to apply, you must be fluent in English (written and verbal). Knowledge of French language or another AU country languages is an asset.

The African Union (AU), established in 2002 as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

Under the direct supervision of the Head of the Partnerships Management and Resource Mobilization Division and in close collaboration with the staff of the Division, the coordinator carries out the following functions:

Main Responsibilities

Ensures compliance with the JFA provisions and related bilateral agreements.Develops and maintains working relationship with the JFA-PAPS Unearmarked Fund Manager.Serves as a focal person for communications with the JFA partners.Coordinates the JFA and the trilateral (Member States, AUC and Partners) meetings.Ensures that the narrative reports submitted to the partners are prepared on logical framework approach.Develops mechanisms of managing risk associated with failure to meet the JFA requirements and recommends mitigation strategies/measures.Develops and maintains working relationship with the External Resources Management Division of the Finance Directorate.Designs strategies and policies for smooth implementation of the JFA.Advises the PMRM management on how to make the meetings with the partners, including the annual budget consultation meeting more productive.Ensures that timely annual JFA Results Framework Matrix is approved by the partners.Coordinates the regular interaction of the PMRM management with the JFA Partners.Line manages the JFA Monitoring and Reporting Expert.

Specific Responsibilities

Ensures that progress reports are submitted to the partners as per the requirements of the MoU of the JFA.Meets regularly with the JFA-PAPS Unearmarked Funds Manager to confirm smooth implementation of the JFA.Coordinates the preparation of the JFA annual workplans by beneficiary departments.Monitors the availability of the JFA funds as per the approved workplans.Monitors regularly expenditure progress and advises PMRM management on necessary corrective actions.Provides technical and intellectual support to beneficiary departments on the utilization of JFA funds.Ensures that the JFA funds are allocated to the AUC program budget as per the signed agreements and in line with the priorities of the African Union Commission.Facilitates the internal and external audit of the JFA.Facilitates the monitoring and evaluation of the JFA as per the Arrangement.Contributes to the operationalisation of the Partners and Resource Mobilization Management Information System (PReMIS)of the PMRM.Coordinates compilation of the annual JFA Results Framework Matrix and getting it approved by the partners.Coordinates preparation of minutes of meetings and sharing with participants.Updates regularly the Head of the Division and the Director of PMRM on the JFA fund status and issues that need their attention.Leads on organising annual program budget consultation meeting with partners.Prepares JFA related briefings and speeches.Performs other related duties as assigned by the PMRM management.

Academic and Work Experience Requirements

Education:   A master’s degree in Business Administration, Finance/Accounting, Economics and related fields with a minimum of ten (10) years of experience OR Bachelor Degree in same areas of study with twelve (12) years of experience, out of which three (3) years need to be at supervisory Level.Qualification in Project Management (PMP) or its equivalent.Qualification in accounting, such as ACCA will be an added advantage.Language:   Proficiency in one of the AU working languages, fluency in another AU language is an added advantage.Work Experience:   Experience in pool funding mechanisms, resources mobilization and allocations and related area is required. Additional required areas of experience include: Strategic planning, budget preparation and management.Interaction and negotiations with international partners.Organizing high level meetings.Financial analysis.Managing staff.Ability to work in a multicultural environment.Information technology tools for program and budget analysis and monitoring of budgets.Required Skills: Leadership skills.Interpersonal and negotiation skills.Planning and organizational skills.Communication, presentation and report writing skills.Team building skill.Analytical thinking and problem-solving skills.
