About this position:

Globalization and digitalization have changed dramatically the international taxation landscape, with an increase in intra-group trade, foreign direct investment, incidence of tax avoidance strategies, the ability to have a significant economic presence in foreign markets without physical presence, and other phenomena that led the international community to reconsider the basic understanding of international tax, especially at the Inclusive Framework on Base erosion and profit shifting (BEPS) and the United Nation (UN). Against this backdrop, countries struggle to participate in international policymaking discussions and to adapt domestic tax systems. The IDB, as a trusted advisor, is able to help countries to keep up to ongoing developments.

We are looking for a senior, seasoned, creative international tax consultant. As such, you will support the Fiscal Management Division (IFD/FMM) team in its operations, including but not limited to technical cooperations and loans.

IFD/FMM specializes in fiscal policy and administration throughout the full cycle of public finance, including revenue, budgeting, public procurement, public finance management, and public finance applied to development and policy challenges such as climate change, equality and social inclusion.

What you’ll do:

Support IFD/FMM teams in engaging with beneficiary countries to provide analysis and policy advice as requested in the following topics:

  • Inclusive and effective international tax cooperation at the UN. Monitor developments and support policy processes.
  • International Tax Reform - Pillar 2. Policy reform adjusted to specific country characteristics.
  • Tax incentives under the new international tax regime. Analysis of adequacy of existing policies to the Minimum Global Tax and support to policy reforms.
  • Support coordination between IFD/FMM and the Brazilian Presidency of the G-20, particularly on the International Taxation Agenda.
  • Cooperative compliance. Support in developing and implementing a regional program of cooperation in tax compliance between Tax Administrations and large taxpayers.
  • Public finance and climate change. Support the IFD/FMM team in performing secretariat services to the Regional Climate Change Platform of Ministers of Economy and Finance in Latin America to achieve the goals of the Paris Agreement.

    What you'll need:

    • Education: Master’s degree (or equivalent advanced degree) in public finance, trade, international relations or other fields relevant to the responsibilities of the role.
    • Experience: At least 15 years of progressive experience in international relations.
    • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
