Purpose of consultancy:
The consultant will work with the World Health Organization Türkiye Country Office to support Ministry of Health Türkiye Field Epidemiology Training Programme advanced capacity development trainings and institutionalization of the Frontline FETP under the Ministry of Health Türkiye.
Background
The EU funded ‘Health Security in Türkiye’ Project aims to strengthen Health Security, through integrated preparedness and response to epidemic threats of all origins in line with international standards. One of the Primary Objectives of the Project is to ensure structures and processes for a sustainable Field Epidemiology Training Programme and increased epidemiology capacity at provincial level are in place and functioning.
The Project has been extended as part of the IPA Earthquake Aid Package, which has been restructured to support the ongoing recovery efforts following the devastating earthquakes that affected Türkiye in February 2023, with particular focus to capacity building for the Ministry of Health Türkiye Health Professionals through international technical expertise.
Deliverables
Deliverable 1: The consultant will be responsible for the planning, design, and development of the Advanced FETP Outbreak and Surveillance Training Module Development Workshop. The training module will be tailored to the Turkish national context to be delivered under the FETP Türkiye. The Consultant will submit the final adapted training package and workshop activity report. 30 April 2026
Deliverable 2: The consultant will be responsible for the planning, design, and development of the Advanced FETP Türkiye Disease Modelling Training Module and the delivery of a dedicated Advanced-level training workshop. This deliverable targets Advanced FETP participants and graduates and focuses on higher-level analytical and modelling competencies. The training module will be tailored to the Turkish national context to be delivered under the FETP Türkiye. The Consultant will submit the final adapted training package and workshop activity report. 31 May 2026
Deliverable 3: The consultant will be responsible for the adaptation of the 3-month Frontline FETP Modules to the Turkish National context through the FETP Türkiye Disease Modelling Training Module Development Workshop. The training module will be tailored to the Turkish national context to be delivered under the FETP Türkiye. The Consultant will submit the final adapted frontline training package and workshop activity report. 30 June 2026
Deliverable 4: The consultant will plan, design and co-deliver the Frontline FETP Module training. The consultant will develop and/or adapt evaluation tools to assess the relevance, quality, and effectiveness of the training content, methodology, and delivery and will also develop assessment tools to measure participant competencies and knowledge before, during, and after the training. The consultant will submit the module and participant assessments tools along with training activity report.
Deliverable 5: The consultant will plan, design and co-deliver the FETP Non-Communicable Diseases Module training. The consultant will develop and/or adapt evaluation tools to assess the relevance, quality, and effectiveness of the training content, methodology, and delivery and will also develop assessment tools to measure participant competencies and knowledge before, during, and after the training. The consultant will submit the module and participant assessments tools along with training activity report.
Deliverable 6: The Consultant will co-develop a minimum of 3 abstracts and scientific papers for dissemination of findings and recommendations to the Ministry of Health and relevant stakeholders together with FETP Fellows and Mentors. The consultant will submit an activity report upon development
Educational Qualifications:
Essential:
First university degree in Public Health, Epidemiology, or a related field.
Desirable:
Graduate of a recognized Field Epidemiology Training Programme (FETP) or equivalent;
Master’s degree in one of the above fields.
Experience
Essential:
Minimum of 5 years of progressively responsible experience in epidemiology and/or Field Epidemiology Training Programmes, including training delivery and mentorship.
Experience working with Ministries of Health and international organizations is required.
Up to 5 years of experience working on the control and prevention of infectious diseases including on epidemic diseases and networking with clinicians.
At least 3 of the 5 years with international exposure.
Demonstrated experience in designing and delivering public health, infectious diseases, field epidemiology training programs and capacity building activities.
Past experience in outbreak investigation, disease surveillance, and or epidemiological research
Desirable:
5 years of demonstrated technical experience working within an FETP
Skills/Knowledge:
Strong expertise in epidemiology, disease surveillance systems, outbreak investigation, and surveillance monitoring and evaluation
Good knowledge of adult learning methodologies and competency-based training
Strong data analysis, report writing, and presentation skills
Excellent coordination, communication, and stakeholder engagement skills
Languages and level required (Basic/Intermediate/Expert):
Essential:
Expert knowledge of English (reading, writing, and speaking)
Desirable:
Intermediate knowledge of Turkish
Location:
On site: at Republic of Türkiye Ministry of Health, Public Health Directorate and WHO Türkiye Country Office in Ankara, Türkiye.
Travel
: The consultant is expected to travel for delivery of activities.
Remuneration and budget (travel costs are excluded):
a. Remuneration: Consultant Band B (minimum range) 7000 USD per month, in accordance with WHO consultant remuneration guidelines
b. Living expenses: A living expense is payable to on-site consultants who are internationally recruited in USD in accordance with official per diem rates of the location.
c. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 6 months
