Background: Under its project “Consolidating the OSCE Dialogue Academy for Young Women Alumnae Network,” the OSCE Mission in Kosovo (the Mission) supports the consolidation and strategic development of the Dialogue Academy Network of Alumnae (DANA), a women-led platform comprised of over 230 highly educated and multilingual young women from Prishtinë/Priština and Belgrade. DANA aims to advance dialogue, trust, and confidence-building across divided communities and to strengthen women’s leadership in fostering resilient and peaceful societies. It represents a long-term, cross-generational investment in peacebuilding and inclusive security in the region. DANA emerged from the Dialogue Academy for Young Women (DA), an initiative jointly launched by the OSCE Mission in Kosovo and OSCE Mission to Serbia as part of the broader “Follow Us” platform in 2012. The Academy brings together young women from both societies to build leadership, advocacy, and dialogue skills. Upon completing the DA, participants become part of the DANA network, which continues to serve as a space for collaboration, activism and local impact. As part of efforts to strengthen DANA’s internal capacities, the Mission will engage an international consultant to support the development of an Internal Knowledge Management System (IKMS). This system will serve as a centralized digital repository for essential information including member profiles (bios, CVs, contact details), project and partner records, strategic documents, and relevant learning resources. Designed to value and preserve the knowledge, experience, and networks developed by DANA members over the past decade, the IKMS will support institutional memory, cross-community collaboration, and ongoing professional development within DANA. The consultant will initially map all existing DANA internal knowledge and expertise, will propose the best approach to the design of an IKMS, and will contribute to the design of a most suitable system for the network. This exercise will result in a mapping report that will be used as the basis for the production of the IKMS and the upcoming training. Further, the consultant will design and deliver a three-day training for at least six DANA members to equip them with the skills to manage and maintain the IKMS. These members, who are also part of the core team of DANA’s Working Group on Internal Knowledge Management, will be responsible for populating, updating, and integrating the IKMS into DANA’s broader community of learning and practice. The training will combine lectures, hands-on exercises, and team collaboration, ensuring that participants gain both the technical and strategic understanding necessary for effective system management. The training will also introduce concepts related to knowledge stewardship, digital collaboration and the foundations of building a learning organization. The consultant is expected to:
Map existing DANA knowledge assets and identify gaps and needs in terms of knowledge management, proposing the most suitable IKMS for the network. Collaborate with a company to design a user-friendly and secure knowledge management system accessible to all DA Alumnae. Design and facilitate a three-day capacity-building training for selected members of the DANA network. Propose mechanisms for ensuring the system’s long-term sustainability, relevance, and integration into a growing community of learning and practice. Promote inclusivity, accessibility and the effective use of digital tools to connect knowledge across communities. This activity directly contributes to the project’s first result by enabling the development of a functional, accessible and dynamic knowledge management system that leverages the collective expertise of the network while fostering a culture of learning, sharing, and professional growth among DANA members. Preference will be given to candidates with experience collaborating with youth and women led networks, proven expertise in designing and administering knowledge management systems (including information architecture, taxonomy development and secure digital collaboration) for civil society organizations. After the completion of the training sessions, the consultant will submit an activity report, highlighting the key findings and recommendations for future actions. The final report will be submitted and be presented to the Activity Manager and finalized based on the provided comments.Objective of Assignment:
To strengthen the internal knowledge management capacities of DANA by enabling the design of a user-friendly and sustainable IKMS, grounded in a comprehensive mapping of existing knowledge assets, and to build the skills of at least six DANA members to maintain and use the system for cross-community learning, strategic planning and institutional memory.

Tasks and Responsibilities:
Produce a mapping report; Collaborate on the design of the DANA IKMS; Design a capacity building training on the DANA IKMS; Design pre- and post-evaluation method for participants; Deliver the targeted training sessions on IKMS; Draft final report submitted to the OSCE Activity Manager for review.
Deliverables:
By 1 August 2025, design a work plan for conducting a mapping exercise; By 11 August 2025, hold at least one on-line meeting with the DANA Governing Board; By 15 August 2025, hold a series of on-line meetings in a focus group format with multiple DANA members; By 30 August 2025 to submit the final draft of the mapping report to the OSCE Activity Manager; By 15 September 2025, address and incorporate eventual comments by the OSCE, and to submit a final version of the report, including few possibilities for a suitable IKMS for the network; By 30 September 2025, collaborate with a selected company for the design and operationalization of a DANA IKMS; By 5 October 2025, co-ordinate with the Activity Manager on the best way to structure the in-person three-day training; By 15 October 2025 hold at least one on-line meeting with the relevant DANA Working Group and the DANA Governing Board, in order to best design the training programme; By 28 October 2025, submit a complete first draft of the KMS focused training programme to the Activity Manager; The programme should cover the core elements of knowledge management systems (KMS): information architecture, taxonomy and metadata standards, content curation and migration, collaborative workflows, search and retrieval techniques, governance and data protection protocols, and other relevant aspects. Necessary Qualifications:
University degree in knowledge management, information systems, organizational development, international relations, or a related field; Minimum of seven years of relevant professional experience in knowledge management, digital collaboration systems, or organizational learning, preferably within civil society organizations, international networks, or youth - and/or women-led initiatives; Demonstrated experience in designing and delivering capacity-building programmes or trainings on topics such as internal knowledge systems, information architecture, content curation, digital collaboration tools, or institutional memory; Proven ability to assess knowledge management needs and translate them into user-friendly, sustainable systems, with a focus on accessibility and inclusion; Strong analytical, writing and technical documentation skills, with the ability to translate complex information management concepts into clear, practical guidance for diverse audiences; Familiarity with the dynamics of women-led or youth-led networks, including inclusive decision-making processes, is highly desirable; Knowledge of conflict-sensitive approaches to organizational development and experience working in post-conflict or divided contexts is preferred; Excellent facilitation, communication, and interpersonal skills, with a proven ability to foster inclusive, participatory learning environments; Fluency in English (written and spoken) is required.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position, and in accordance with the OSCE established rates.
