Work LocationHome-based, possible international travel Expected duration1 January to 31 December 2025 (10 days’ work per month) Duties and ResponsibilitiesBACKGROUND: The International Trade Centre (ITC) is the joint development agency of the World Trade Organization and the United Nations, which enables small businesses to improve exports in developing and transition countries by providing, with partners, sustainable and inclusive trade development solutions to the private sector, trade support institutions and policymakers. The Office for Eastern Europe and Central Asia (OEECA) is responsible for developing, monitoring, coordinating and implementing ITC’s activities and projects in Eastern Europe and Central Asia. Key projects include: C238 Armenia: Building sustainable apparel and agribusiness value chains C178 Trade promotion East: Balkan States and Central Asia C044 Ukraine: Linking SMEs in the fruits and vegetable sector to global and domestic markets and value chains (Phase II) ITC seeks the services of an International Consultant on Monitoring and Reporting strategic monitoring of project indicators and the development of the annual reports. DESCRIPTION OF DUTIES/RESPONSIBILITIES The consultant will work under the overall guidance of the Chief, Office for Eastern Europe and Central Asia (OEECA) and the direct supervision of the OEECA Programme Coordinator and in close coordination with the project managers in Albania, Armenia, Serbia, Tajikistan, Ukraine and Uzbekistan. The Consultant will perform the following duties: 1. Report Coordination and Monitoring: • Systematically collect, review, and analyze monthly and quarterly reports, including CIK (Contribution in kind) and means of verification for the reported deliverables from the field offices to verify accuracy and completeness. • Harmonize the field offices’ reporting with corporate reporting requirements and help improve the quality and timeliness of the reports provided by the field offices, using the tools developed by ITC. Provide constructive feedback on their accuracy and relevance. • Coordinate and provide guidance to the field offices to ensure the timely and accurate submission of quarterly and annual reports. • Provide prompt and constructive feedback to project management and guidance to field offices to elevate the quality of reporting. 2. Data Management: • Populate and maintain the corporate database with necessary inputs, ensuring all data entries are precise and consistently updated every quarter. • Work with the field offices to ensure the accuracy of the data provided. • Organize and keep a comprehensive, accessible filing system for all reports and pertinent documentation. 3. Indicator Monitoring: • Diligently monitor the progress of project indicators relative to established targets. • Identify and report any deviations from these targets, flagging potential issues to project management. • Provide timely and constructive feedback to the project management team on the relevance of the existing indicators and suggestions on their possible improvements. 4. Annual Report Preparation: • Compile draft versions of the annual report, integrating all pertinent data, insights, and analyses from the project's operational year. • Work with the field offices to ensure that the data in the annual reports accurately reflects the project achievements throughout the relevant year. • Collaborate with project staff and management to guarantee that the report accurately encapsulates the project's achievements and identifies areas needing improvement. 5. Continuous Improvement: • Propose enhancements for the reporting processes and data management systems based on identified trends and challenges. • Actively participate in project meetings, contributing to discussions aimed at achieving project targets and improving impact. 6. Report on duties completed and include recommendations. Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required. Qualifications/special skillsPostgraduate degree (MA/MSc/MBA, PHD or other) in Business management, Economics, Statistics, or a related field. Extensive relevant experience may be accepted in lieu of the university degree. • At least 3 years work experience in monitoring and reporting within a project management context, preferably in trade promotion or development projects • At least 5 years of project implementation or related experience. • Experience working for international organizations, with ITC in particular. • Good written and verbal communication skills. • Detail-oriented with robust organizational and coordination skills. • Extensive knowledge in managing and monitoring projects/programs. • Proficient in using data management tools and software with strong analytical skills. • Comprehensive understanding of the Theory of Change and principles of logical framework analysis, including reporting on impacts, outcomes, outputs, and activities. • Good written and verbal communication skills.
