Result of ServiceIn order to achieve the abovementioned purpose, it is foreseen that the international consultant, under the direct supervision of the UNODC Regional Adviser for Central Asia on Combating Trafficking in Persons and Smuggling of Migrants, will conduct the following key tasks: Task 1 • Develop and deliver a draft of the Regulation on the National Referral Mechanism for Trafficking in Persons Victims’ Identification and Referral (Regulation on the National Referral Mechanism) in Turkmenistan, with a precise description of the roles and responsibilities of state bodies, civil society and international organizations, including the inter-agency coordination and cooperation framework; • Develop and deliver a draft of the Standard Operating Procedures for all stakeholders involved in the identification and referral of trafficking victims, including repatriation cases (SOPs on victim identification and referral); • Develop and deliver drafts of templates related to victim identification and referral, including the provisions on non-disclosure of confidential data, victim identification and referral, victim consent/refusal to cooperate with law enforcement, victim consent/refusal to receive support services, victim risk assessment and protection measures (Templates for victim identification and referral). • Develop and deliver a draft of the Memorandum of Understanding between state bodies and civil society and international organizations on cooperation in and coordination of support and protection services to trafficking victims (MoU on cooperation and coordination). • Prepare and deliver the presentations on the developed drafts of the Regulation on the National Referral Mechanism, the SOPs on victim identification and referral, the Templates for victim identification and referral, and the MoU on cooperation and coordination to responsible authorities and other counterparts of Turkmenistan. • Conduct a coordination meeting with the Authorities of Turkmenistan and deliver presentations on the developed draft Regulation on the National Referral Mechanism, SOPs on victim identification and referral, templates for victim identification and referral, and MoU on cooperation and coordination. • Prepare and deliver final drafts of the Regulation on the National Referral Mechanism, the of SOPs on victim identification and referral, the Templates for victim identification and referral and the MoU on cooperation and coordination based on the outcomes of the coordination meeting with responsible authorities and other counterparts of Turkmenistan. Task 2: • Prepare and deliver training material (a training workshop agenda, PPT presentations and case studies) for the 2-day training workshop “Peculiarities of trafficking in persons for labour exploitation cases” for law enforcement and judiciary of Turkmenistan. • Conduct the 2-day training workshop “Peculiarities of trafficking in persons for labour exploitation cases” in Turkmenistan for a minimum of 20 representatives of law enforcement and judiciary of Turkmenistan. • Prepare and deliver a report on the activities performed, results achieved and recommendations for further capacity-building interventions. Work LocationHome-based and with travel to Turkmenistan (19-26 April 2025 tentatively) Expected duration24 February 2025 -15 May 2025 Duties and ResponsibilitiesTrafficking in persons remains a serious concern in Central Asia, while developing and implementing effective national responses to trafficking in persons remains as a challenge, though, all countries in the region are parties to the UN Convention against Transnational Organized Crime and its supplementary Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children. “UNODC Action against Human Trafficking and Migrant Smuggling” (Global Programme) is the overarching strategic framework under which UNODC provides technical assistance in the Central Asia. The Global Programme provides support to the Member States of the Central Asia in their efforts to address trafficking in persons and smuggling of migrants including developing policies and legislation, delivering capacity-building activities, mentoring, research, fostering international cooperation and partnerships in full compliance with international instruments and human rights standards. This consultancy is located with the UNODC Regional Office for Afghanistan, Central Asia, Iran and Pakistan and the UNODC Human Trafficking and Migrant Smuggling Section (HTMSS) in Vienna, Austria. The international consultant will work in coordination with the UNODC Regional Adviser for Central Asia on Combating Trafficking in Persons and Smuggling of Migrants and the overall substantive guidance of the HTMSS Team supporting the implementation of the project. Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in in public administration, international relations, law, political science, international relations or criminology or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. At least 5 years of professional experience in the field of investigation or prosecution, or adjudication of trafficking in persons cases including identification and referral of victims is required. Proven experience in developing policy documents and legal acts in the field of combating trafficking in persons is required. Proven experience in designing and delivering presentations and training programs in the field of combating trafficking in persons is required. Demonstrated skills in knowledge transfer techniques, such as coaching and mentoring is required. Experience working in the Central Asia region is desirable. LanguagesEnglish and French are the working languages of the United Nations. For this post, fluency in oral and written English is required; knowledge of Russian is an advantage.
