    JOB TITLE: Reporting Officer

    TYPE OF CONTRACT: Consultancy

    DURATION: 6 months extendable

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    Operational Information Management was established as s functional area in 2013 as a consequence of the organisational re-alignment and the implementation of “Fit for Purpose”. Information in all its shapes and forms is considered a corporate asset along with personnel, physical stocks, financial resources and other operational assets such as warehouses, offices and vehicles. Collection of, access to, analysis and dissemination of timely, accurate and reliable information is considered the core foundation for both decision- making and advocacy in- and external to the organisation.

    Performance Management functional area encompasses monitoring and performance reporting, and key corporate reporting requirements are fulfilled through the tasks of Performance Reporting Officers. Both OIM and Performance Reporting profiles are symbiotic and staff working in either of these profiles can move between them seamlessly in terms of career development.

    Reporting in parallel to the Head of Partnerships and Communications, and through the regional bureaux to the Operational Information Management unit in HQ, the OIM and reports officer will be responsible for the following key duties:

    • By coordinating all reporting activities in the country office, contribute to establishing a ‘Common Operating Picture’ of WFP operations. This is in order to support decision-making at all levels throughout the organisation. It will be achieved through dissemination of accurate and timely information pertaining to country operations on OPweb, through established messaging systems (e.g. mailing lists, information sharing platforms, etc.) and selected Inter-Agency platforms.

      • It will involve:

      • Analysing the political and humanitarian situations pertaining to WFP current or future responses and donor policies, trends and preferences.

      • Providing country specific input to WFP’s operational reporting (e.g. Situation Reports (SitReps), Executive and Country Briefs)

      • Producing tailored information products based on information collected and analysed.

        ACCOUNTABILITIES/RESPONSIBILITIES:

        • Integrate up-dated normative guidance into established systems and procedures at country level and ensure that standard OIM procedures and reports are respected within the country office.

        • Coordinate Annual Country Reports (ACRs) for the Annual Reporting Exercise in close collaboration with the country office programme, M&E and logistics functions by:

        • Performing the function of the country office ACR focal point during the ACR season as appointed by country office management;

        • Supporting the drafting and ensuring the editing of all narratives in the ACRs;

        • Verifying the coherence and quality of beneficiary, output, and outcome data reported in the SPRs/ACRs as well as supporting the systematic collection throughout the year and appropriate reporting of all other information required for the different ACR sections.

          • Collect relevant information and data from media and local sources at internal and external levels to facilitate and maximize the exchange of information and data flow between functional area networks in WFP in order to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.

          • Collaborate at Inter-Agency level with relevant entities, in line with the requirements of the Transformative Agenda and in order to ensure consistency in humanitarian information and/or to complement WFP analysis and information.

          • Document and report on lessons learned at country level.

          • Collaborate closely with Donor Relations Officers (DROs) to produce donor appeals and reports and to perform other donor relations functions as required.

          • Act as Public Information (PI)/Media focal point in the absence of in-country Public Information / Media relations Officer;

          • Prepare press releases, media briefs, talking points, donor visibility materials and organise advocacy campaigns in the absence of in-country Public Information Officer;

            • Liaise with the Geo-spatial Information (GIS) focal point:

            • Ensuring consistency of location names and geo-referencing;

            • In the absence of a GIS focal point, the OIM/reports officer is not expected to produce technical mapping, rather he/she will coordinate mapping requests with corporate GIS unit.

              • Support the country office in emergencies by preparing, organising and supporting Operational Task Forces (OTFs) and to ensure accurate reporting and dissemination of decision making.

              • Contribute to record-keeping and document archiving systems

              • Support the maintenance of database storage of information related to operations such as:

              • Who does What Where (3Ws);

              • Contact Lists;

              • Situation Report tracking;

              • Map Archives.

                DELIVERABLES:

                • Deliver OIM/reporting training when required.

                • Perform other related duties and assignments as and when required. Qualifications & Experience Required

                QUALIFICATIONS & EXPERIENCE REQUIRED:

                Education:

                • A university degree or equivalent in political science, economics, statistics, information management, journalism, or a related discipline.

                  Experience:

                  • Three to five years (at least 3 of which international) of postgraduate professional experience;

                  • First-hand experience in programme implementation, reporting and/or analysis in subject areas relevant to WFP;

                  • Experience in humanitarian assistance and/or development programmes and a mix of field and headquarters postings are advantageous

                    Technical Knowledge:

                    • Demonstrated written and oral communication skills, including substantive analysis and report writing skills. Competencies: In addition to the general UN Core Competencies, the following competencies are essential:

                            • Client Orientation:

                            • Researches potential solutions to internal and external needs and reports back in a timely, accurate and appropriate manner.

                            • Ensures that information allows for an informed and transparent decision-making.

                              • Networking:

                              • Maintains an established network of contacts for general information sharing and to remain up-to-date on partnership related issues.

                                • Promoting Organizational Learning and Knowledge Sharing:

                                • Strives to keep job knowledge up-to-date.

                                  Knowledge & Skills:

                                  o Being able to bridge macro perspectives and operational issues, ability to relate and build trust;

                                  o Understanding WFP’s programme cycle and results reporting frameworks and the ability to analyse linkages between political, humanitarian situation, WFP operations and identify critical events impacting WFP.

                                  • Working knowledge (proficiency / Level C) of English;

                                  • Intermediate knowledge (Level B) of another official UN language (French)
