JOB TITLE : FINANCE OFFICER

DURATION: 11 MONTHS
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Job holder will report to the Head of Finance WFP Chad Country Office. He/she will operate as part of Finance team in Chad Country Office, providing technical support in finance and related matters.
The incumbent is expected to operate with minimal supervision and provide guidance to junior staff and field offices to ensure that operation and project objectives are achieved. He/she will manage routine activities and analytical work and provide advice as appropriate in line with corporate rules and regulations. He/she will be required to analyse issues, draw sound conclusions and make appropriate recommendations to the Head of Unit and/or the Country Office based on expertise.
The purpose of the assignment is to support the stewardship of WFP’s resources, monitoring budgets, forecasting, analysing, reporting and providing core administrative support to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.
To support strengthening of normative guidance and field office transactions.
ACCOUNTABILITIES/RESPONSIBILITIES
1. Support corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
2. Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries within the Country.
3. Manage programme budgets and ensure proper control of the Country Portfolio Budget focusing on achievement of the following results:
Ensure an effective information flow between finance and non-finance actors (Country Office Senior management, Activity Managers, Budget & Programming unit, and spending units) in order to effectively link programmatic results to expenditures, as required by the Country Portfolio Budget
Support in managing financial resources through implementation budget, guiding, monitoring and controlling of the resources in accordance with WFP rules and regulations.
Elaborate proper mechanisms to eliminate deficiencies in budget management.
Ensure timely corrective actions on unposted expenditures, including the commitments with budget check errors and ensures timely responses to HQ requests to resolve financial data issues.
4. Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.
5. Collate and analyse data for the preparation of accurate and timely reporting, in order to provide management with financial, accounting and budgetary information to enable them to make informed decisions.
6. Track and analyse data to identify opportunities for improvements to policies, systems and procedures in order to minimise financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
7. Support field offices by delivering financial controls over the transactions and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.
8. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
9. Focal person for all Finance related matters for ResiTchad.
10. Perform any other related duties that may be assigned.
DELIVERABLES AT THE END OF THE CONTRACT
Hold regular meetings and/or use other innovative and effective ways to ensure proper information sharing and communication within the team/staff members under your direct supervision or coordination.
Meet with staff members under your supervision on a regular basis (at least once a quarter) to review progress, provide feedback, support development, and recognize contributions holding them accountable for their actions, and providing support and coaching as necessary.
Enforce the zero- tolerance policy against harassment in the workplace and ensure inappropriate behavior is dealt with in a timely manner and in accordance with relevant policies and procedures.
Actively manage underperformance through regular conversations, providing support/coaching, documenting as required, and proactively seeking second level supervisor and HR advice.
Ensure substantiated input and completion of all phases in PACE within established deadlines for all staff members under your direct and indirect supervision (second and third level)
Ensure mandatory training is completed by staff members under your supervision within established deadlines
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience.
Experience:
Has at least 5 years experience in specialized finance area in a country office.
Knowledge & Skills:
Internal Controls & Compliance, Performance Budgeting, Reporting & Analysis, Resources Management (People, time, assets, etc.), Financial Management & Accounting Principles, Donor reports
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a French.
