Background of the assignment: Within the framework of the UNODC Regional Programme for Eastern Africa (2024-2030) and its respective mandates, UNODC, through its Regional Office for Eastern Africa (ROEA), aims, among other objectives, to promote and support effective responses by Member States in Eastern Africa to transnational organized crime and illicit trafficking at the legal, technical, and policy levels. UNODC does so primarily through its regional Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (TOC/CT Programmes). Accordingly, the UNODC ROEA Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (TOC/CT Programmes) is pivotal to UNODC’s mandate, assisting Member States in preventing, suppressing, and prosecuting transnational organized crime and terrorism-related offenses in Eastern Africa. In turn, the program is implemented through various outputs and activities, including sub-regional assessment on challenges, opportunities, and training needs, technical and legal advice, capacity building through training activities, procurement, and facilitation of national coordination and international cooperation. In the context of the TOC/TC Programmes, UNODC ROEA is implementing a project on “Supporting the modernization and professionalization of the Kenya National Police Service (NPS) College Main Campus in Kiganjo, Kenya” funded by the United States of America. The project also supports the development of institutional capacities of the NPS and other sister relevant criminal justice and law enforcement institutions to effectively manage and execute collaborative communications strategies in line with institutional mandates and mutual objectives. A. Workplan developed and cleared by UNODC • Develop a comprehensive workplan outlining key activities, timelines, and deliverables in alignment with UNODC project objectives, and submit it for review and clearance by UNODC. B. Assessment of the College’s Capacity for Internal and External Communication Conducted • Conduct a context analysis • Assess the College’s internal and external communication capacity, identifying strengths, gaps, and opportunities for improvement in information flow, stakeholder engagement, and the use of communication tools and platforms. C. Detailed recommendations on communication systems and related capacity requirements delivered and validated • Produce a report that provides the overall analysis of (a) the operational contexts; (b) current practices and capacities; (c) gaps and needs; (d) recommendations. • Support stakeholder engagement meeting(s) to validate the needs assessment report. Qualifications/special skills• Advanced University degree in Communication, Journalism, Public Relations or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 7 years of professional work experience in strategic communications, social media engagement, and crisis communications, print and broadcast media, or interactive digital media is required • Experience in development of National / institutional level communications strategies, policies and plans is desirable. • Proven experience in training communications officers across government institutions is required. • Experience in providing expert communications advice to public and security sectors is desirable Languages• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required.
