Purpose of consultancy:
In summary, the Change Management Facilitator will:
Act as an agent of change and facilitate the change management process in the UNFPA Country Offices listed below;
Provide effective communication to relevant stakeholders throughout the realignment implementation process in collaboration with the Advisory Panel;
Lead and coordinate the recruitment, selection and separation processes of the realignment implementation;
Facilitate the Advisory Panel for the realignment implementation.

Scope of Work:
Change Management Facilitation for the below offices:
Malawi - a maximum of 30 days
Burundi - a maximum of 30 days
Lesotho - a maximum of 25 days
Zambia - a maximum of 40 days
Madagascar - a maximum of 40 days
Democratic Republic of Congo - a maximum of 40 days
The final days for each CO will be confirmed.
Provide effective communication throughout the implementation process
Provide policy guidance to staff on selection and separation process in collaboration with the Regional HR team; In close coordination with Legal Unit, Advisory Panel and Regional HR Team, draft letters to staff on abolition of post and termination where applicable; Submit weekly status reports to the Advisory Panel and relevant stakeholders for each CO’s realignment implementation; Engage in relevant ad hoc meetings where required.Lead and oversee the recruitment, selection and separation processes relating to the change management exercise. Specifically, s/he is responsible for the following:
Duration and Working Schedule:
A maximum of 8 months; as per the working schedule of each Country Office - no more than 40 days per Country Office.
The estimated schedule for each CO realignment is below:
1. Inception Meetings with ESARO and Advisory Panel and documents review – 5 days
2. Development of JDs for Classification and preparation for the Internal Jobs Fair – 12 days
3. Implementation and Completion of Internal Jobs Fair – 15 days
4. Final Report and Initiation of External Recruitment. – 8 days
The IC payments will be based on the above deliverables, which will be informed by the number of working days worked to deliver each work output area.
The place where services are to be delivered:
The assignment will be both in-country and remote, where deemed necessary. The IC will be required to travel to the relevant CO for a part of the assignment duration, which will be agreed upon between all parties.
Expected travel:
The consultant will be required to travel to the Country Offices and the travel schedule will be agreed upon with the CO and the Regional HR Team.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The assignment is for a period between 15 May to 31 December 2024. The work will be delivered in-person and electronically. The delivery dates will be based on the work plan dates agreed for each CO.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
Regular briefing meetings with the Advisory Panel, other Senior Managers in the CO and the Regional Office.
Regular consultation with the ESARO HR Team.
Reports and all other documentation related to each realignment process to be uploaded on a shared drive.
Supervisory arrangements:
The Change Management Facilitator will work under the overall supervision of the CO Representative, and will have a technical reporting line to the ESARO Senior HR Business Partner.
He/she will also work in close collaboration with the designated senior management team or designated change management team, and with the HR team in the Regional Office and Legal Office at Headquarters, as appropriate.
Education Required:
An advanced degree/ Master’s degree in Human Resources, Business Administration, Psychology, Training, Organisational Development, Public Administration, Law, International Development or other relevant social sciences.
Knowledge and Experience Required:
Minimum of 10 years of work experience in relevant field including experience in recruitment and job fair exercises or similar change management activities Proven prior practical experience in similar exercises and ability to apply a highly objective, transparent, fair and culturally unbiased approach. Experience in managing change processes; Good knowledge of UNFPA or UNDP HR Policies and Procedures is an asset. Excellent organisational, people and project management skills, with an ability to openly convey information to staff members in a timely and concise manner; Ability to handle confidential information; Field experience is an asset; Experience with international development / humanitarian organisations is an asset;Languages:
Verbal and written fluency in English is required; knowledge of French is desirable.
