Purpose of Job
EBRD’s business model is increasingly reliant on access to donor funds and donor expertise. Financial resources from the donors for technical cooperation and other grant or concessional instruments are also a crucial component to help the Bank to deliver on its transition mandate. Donor Partnerships (DP) is the main EBRD focal point for mobilising and managing donor funds and works as a catalyst, working closely with other departments in the Bank, and ensures that donor priorities are well understood in the Bank and that the Bank’s priorities are well understood by donors.
This role is for a 12-month internship, working within the Donor Partnerships (DP) Bilateral Donors Pillar and the EU Pillar.
The intern has joint reporting lines to the two Pillars with a 50:50 split in work allocation. The Bilateral Donors Pillar of donor partnerships builds relationships with donors which leads to longer term partnerships and contributions into bilateral or multilateral donor accounts.
EU Partnerships is responsible for leading and developing the design of new EU products for risk mitigation, co-financing and advisory services, as well as leveraging and managing EU funding from a range of sources. The EU is a key strategic partner for EBRD. In addition to being a shareholder, it is by far the largest donor and has contributed a third of all grant resources received by the Bank since its inception. Fostering close and productive relationships with the EU has been a core aim of the Bank for many years.
Accountabilities & Responsibilities
Bilateral Donors Pillar:
Review projects in the system, ensure processes have been followed and earmarks raised. In conjunction with the Fund Manager, revise budgets, monitor financial expenditures and project/fund closures; Ensure upkeep of Fund Databases, including monitoring funding availability and project approvals; Liaise with data providers from other departments/units within the EBRD to ensure full coverage of donor and grant-related data and its accuracy; In coordination with the Fund Manager, ensure timeliness and quality of donor reporting. This includes gathering of information, consolidation, editing, layout and branding of all required reports. In reviewing the reports, ensure compliance with donor requirements, quality of data and systematic results-based reporting; In collaboration with the Communications Department, support donor visibility/communication materials requirements. Collect visibility and communications materials, including success stories; Support events management and coordination for annual Fund Assemblies in HQ and locally; Provide a range of administrative support tasks as required by the team.
EU Partnerships:
The intern will work with the team responsible for managing EU funds in the Western Balkans and overseeing the activities of the Western Balkans Investment Framework (WBIF) with the EC, bilateral donors, IFIs and the beneficiary countries.
Support Banking teams in the implementation of the WBIF and EU Western Balkans portfolio. Track and monitor the disbursement of EU funds in SAP across countries and sectors. Support internal teams on matters related to earmarks, bank accounts and other fund management tasks; Facilitate the signing of, and ensure circulation and appropriate filing of, Contribution Agreements/Addenda/WBIF Grant Application Forms etc.; Monitor and manage information/data requests and contribute to reporting submissions. Compile and process reporting data. Support the day-to-day financial management of the EWBJF including to request payments and process transfers of funds to other IFIs responsible for implementing approved WBIF grants; Prepare materials for WBIF governance meetings with the EC and other external stakeholders; Process financial queries and reconcile data for EU funds contracted with EU Delegations/Offices in the Western Balkans; Facilitate document requests during monitoring visits/external audits by the European Commission.
Knowledge, Skills, Experience & Qualifications
Qualifications
Graduate qualification (Masters) in International Development/Relations, Public Policy, Economics, Finance, Statistics, or other relevant degree.
Knowledge & Expertise
Excellent quantitative/numerical skills with the ability to interpret technical/financial information; these skills will be tested as part of the hiring process; Knowledge of and interest in development finance and international relations; Fluency in English, both written and verbal, with ability to write clear text for internal and external audiences; Ability to work effectively in teams across a multi-cultural environment; Attention to detail and ability to work to tight deadlines; Ability to prioritise appropriately and work with varying levels of guidance; independent and self-driven, able to take initiative and adapt to new situations and tasks easily Experience in cleaning and management of large datasets is required, knowledge in relational database management would be desirable Excellent knowledge in Microsoft Excel, Word, and PowerPoint is required, experience in data analytics related software (e.g., Tableau, SQL, R) would be desirable Knowledge of statistical analysis and econometric modelling for empirical research would be desirable,
