This position is located in the Information and Communications Technology Services Section (ICTSS) of the Publications, Conference and Knowledge Management Division (PCKMD), Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. The Information Systems Officer reports to the Chief of Section, ICTSS. Responsibilitiesthe Information Systems Officer may be responsible for the following duties: 1. Policy Frameworks and ICT Projects, Compliance Monitoring, Risk and Quality Assurance · Compliance Monitoring: Oversees compliance audits and monitoring activities to ensure ICT projects and operations adhere to established standards and regulatory requirements. · Risk and Quality Assurance: Implements risk management and quality assurance processes across ICT initiatives, providing guidance to mitigate risks and improve delivery outcomes. · Monitoring and Reporting: Prepare compliance reports and dashboards for senior management, highlighting gaps, risks, and recommendations for corrective actions. · Policy Development and Oversight: Leads the creation, review, and enforcement of ICT governance policies, frameworks, and compliance standards to ensure alignment with organizational objectives. · Project Governance and Methodology: Defines and maintains project management methodologies, templates, and workflows for ICT projects, ensuring consistency and adherence to best practices. 2. Liaison and Financial Management · Governance Structures Support: Serves as the focal point for governance committees (Change Advisory Board, Architecture Review Board, Demand Management Committee) ensuring decisions are documented and communicated. · Budgeting, Pricing, and Billing: Develop and oversee ICT budgeting, pricing models, and billing processes to ensure cost transparency, accurate financial management, and alignment with organizational priorities. · Fundraising: Plan, coordinate, and manage fundraising initiatives to secure financial resources, build donor relationships, and ensure alignment with organizational goals and compliance requirements. 3. ICT Service Catalogue · Service Catalogue Management: Develop, maintain, and communicate the ICT service catalogue to ensure clarity of offerings, pricing, and service levels, supporting transparency and efficient service delivery. · Drive digital transformation initiatives by designing, implementing, and optimizing data-driven information systems that strengthen organizational agility, support UN 2.0 mandates, and enhance field operations through innovation, interoperability, and user-centric solutions. · Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. · Performs any additional duties as required. CompetenciesProfessionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of physical electronic security systems would be desirable. several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols.
