The Information Systems Assistant at the FS-5 level, based in Juba, will play a critical role in ensuring the reliable operation and security of the network infrastructure for UNMISS, while supporting the Information Systems Officers in developing and implementing the Unit’s work plan in alignment with mission requirements. The incumbent will contribute to the Unit’s delivery of high-quality products and services. ResponsibilitiesWithin delegated authority, the Information Systems Assistant (FS-5) will perform the following responsibilities related to network infrastructure and information technology (IT): • Assist with the planning and implementation of major information systems projects within the Mission, including monitoring the progress of system analysis, design, development, testing, and deployment of new or enhanced systems. Participate as a team member in projects involving complex system components. • Support the development of technical specifications for the procurement of equipment and services, conduct and coordinate technical evaluations of proposals, including service level agreements with vendors. • Contribute to the development, implementation, and enforcement of information systems standards, guidelines, and procedures to ensure compliance and operational efficiency. • Provide technical advice to users by analyzing their requirements and translating them into system functionalities, including determining integration and linkage issues between applications. • Participate in the development of plans for major IT systems projects within the mission, monitoring the progress of the design, installation, and commissioning of various networks and systems. • Maintain, upgrade, and enhance existing systems; troubleshoot complex issues; recommend new techniques; and monitor transactions to assess system performance and effectiveness. • Assist in developing training materials, operating procedures, and user manuals. Conduct training sessions for staff on the use of assigned systems and network resources. • Develop, implement, and maintain Disaster Recovery (DR) and Business Continuity (BC) plans to ensure network resilience and rapid restoration of critical systems in case of outages or failures. Provide training to support staff on DR and BC procedures. • Oversee the proper implementation of backup and recovery procedures and conduct regular reviews of network resource access control, data security, and server security systems. • Contribute to the maintenance of internetworking systems that include routers and switches, operating systems platforms, database management systems, servers, workstations, and related equipment. • Ensure all information security systems are properly configured and maintained to safeguard mission-critical data and infrastructure. • Manage user access control for network resources and contribute to overall network security measures. • Draft technical documentation, reports, and recommendations on network performance, security improvements, and resource planning for internal and external stakeholders. • Research, analyze and evaluate new technologies and make recommendations for their deployment. • Participate in budget planning and resource allocation to align procurement and infrastructure upgrades with the Mission’s current and future needs. • Develop the unit’s yearly workplan, supervise, mentor and train junior staff, fostering a skilled team capable of managing daily operations, resolving issues, and enhancing network performance. • Perform other related duties as required. Job - Specific QualificationCisco Certified Specialist (Enterprise Core), Cisco Certified Network Professional (CCNP) or Cisco Certified Internetwork Expert (CCIE) is required. Certification/Diploma in Information Systems and Technology related field is required. ITIL v4 Foundation certification or PRINCE2 Foundation is required Work ExperienceA minimum of eight (8) years of progressively responsible experience in network management, IT infrastructure, or telecommunications, including network design, implementation, monitoring, and support in a United Nations common system field operation, with at least three years of experience in a conflict or post-conflict setting (including peacekeeping, political missions, and UN agencies, funds, and programs) is required. Experience in programmatic and administrative tasks essential to the Unit’s operations, including work plan preparation, cost estimation and budgeting, reporting on budget and program performance, and contracting vendor services, is required. Experience in implementing and maintaining hybrid integrations of on-premises systems with cloud solutions such as Amazon Web Services or Microsoft Azure environment is desirable. Experience in project management, including managing network projects, prioritizing tasks, meeting deadlines, and coordinating with internal and external stakeholders, is desirable. Experience in acquisition processes, including raising shopping carts and conducting technical evaluations, is desirable. LanguagesFrench and English are the working languages of the UN Secretariat.
