Result of ServiceThe purpose of this assignment is to lead and conduct the desk research and development of a Practice Handbook on Preventing and Countering Extremism, including Radicalization and Incitement to Violence, When Conducive to Terrorism in a manner that is effective and compliant with international norms and existing counter-terrorism framework as well as relevant UN Security Council resolutions. Work LocationHome based Expected duration6 months Duties and ResponsibilitiesUnder the overall supervision of the Chief of the Countering Terrorism Section, United Nations Office of Counter-Terrorism and direct supervision of the Project Manager, the Individual Contractor will: - Conduct substantive research and develop the content outline of the Practice Handbook in consultation with the Project Team; - Develop a facilitation package for the roundtable discussion (to include the questionnaire, facilitation plan, and stakeholder list in English) in consultation with the Project Team; - Develop a concept note and agenda for regional information sharing events in consultation with the Project Team; - Lead stakeholder consultations, in consultation with the Project Team; - Draft the Practice Handbook in English based on consultations with Member States, and other stakeholders; - Present the Practice Handbook at a launch event. Qualifications/special skills- Advanced University Degree (Masters or equivalent) in political science, public policy, policy analysis, international law, international relations or other relevant fields. A combination of relevant academic qualifications and extensive practical experience may be accepted in lieu of the advanced university degree. - A minimum of 7 years of relevant work progressive experience in the area of Preventing and Countering Extremism, including Radicalization and Incitement to Violence, When Conducive to Terrorism is required; - Experience in drafting policy papers, reports and summaries on preventing and counter-terrorism or political matters, as well as proven experience in working with Governmental officials and international organizations on these subjects is required; - Proven knowledge in international human rights standards as they relate to : preventiion and countering extremism, including Radicalization and incitement to Violence, when Conducive to Terrorism, is required; - Working knowledge of the relevant Security Council resolutions and the four Pillars of the United Nations Global Counter-Terrorism Strategy is required. - Experience in two or more of the following areas is required: countering and preventing terrorism as it relates to the areas of policy assistance, human rights, strategic communications, youth engagement, education, or mental health. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this consultancy contract , fluency in oral and written English is required. Russian is desirable.
