Terms of ReferencePurpose of project: The consultant will strengthen UNHCR’s support to the Ministry of Justice and Public Security (MJSP) on the development of the National Policy on Migration, Asylum and Statelessness (PNMRA) as defined in the 2017 Migration Law, article 120. On 23 January 2023, the MJSP signed Ordinance 290 of 2023, establishing the creation of a working group to develop the PNMRA and asked IOM and UNHCR to assist in the development of the policy and the activities of the working group. As the working group phase and the analysis of all the material received as subsidy to the development of the policy has ended, the MJSP has requested IOM and UNHCR to continue to provide support in its follow-up and related activities until the end of 2024. This encompasses three main axes: (i) support in the finalization of the of the PNMRA proposal and in activities leading to its approval and adoption; (ii) support in the organization and implementation of the Second Conference on Migration and Asylum (COMIGRAR II), expected to take place in June 2024; (iii) support in the establishment and execution of initiatives that are related to the PNMRA, such as the National Network of Welcoming Cities (RNCA), the National Council on Migration, Asylum and Statelessness (CONAMIGRA), among others.
General Background of Project or Assignment:
The consultant will support the Ministry of Justice and Public Security on activities of the development of the National Plan on Migration, Asylum and Statelessness. In particular, he/she will have the following responsibilities:
a) Provide technical support to the drafting of the PNMRA proposal;
b) Drafting of relevant meeting notes, concept notes and reports, as requested by the MJSP;
c) Contribute to the development and implementation of strategies leading to the approval and adoption of the PNMRA, as well as of its related initiatives (CONAMIGRA, RNCA, etc.);
d) Support in the organization, as established by the MJSP, of the public consultations to the PNMRA minutes, as well as meetings, workshops, side events, webinars and on-line/on-site seminars, among other events;
e) Coordinate the information exchange among stakeholders on all operational aspects of the PNMRA elaboration and related initiatives (CONAMIGRA, RNCA, etc.);
f) Technically support the preparation of COMIGRAR II and its implementation, as requested by the MJSP, including methodology proposal and drafting of written subsidies and public documents;
g) Carry on work-related business travels in line with the PNMRA and COMIGRAR II needs;
h) Perform other duties as may be assigned.
The Consultant has dual reporting lines and is accountable to the Ministry of Justice through the Migration Department (DEMIG) for programme delivery and policy-related issues, and to UNHCR’s Protection Officer for administrative and financial issues.
Overall Purpose and Scope of Assignment:
The consultant will support the Ministry of Justice and Public Security on activities related to the development of the National Plan on Migration, Asylum and Statelessness and related initiatives (COMIGRAR II, RNCA, CONAMIGRA, etc.). Three reports will be submitted to UNHCR’s Assistant Resettlement and Complementary Pathways Officer in Brasilia, who will approve the documents and authorize the respective payment.
Each report will summarize in a concise and objective manner:
a. Activities performed during the reporting period (monthly or bimonthly);
b. Meetings attended and decisions taken;
c. Engagement in external activities;
d. Documents and information materials drafted, revised or launched;
e. Any other relevant activity.
Qualification and experience required (degree required, years of work experience, field of expertise, language required):
• Academic BA in Social Sciences, International Relations, Law, Public Policy or a related field from an accredited academic institution.
• Minimum of one year of professional experience in activities related to migration, refugees, protection of migration, asylum, statelessness or other relevant programmes.
• Experience in multilateral process or in the Federal Government is an advantage.
• Previous working experience with an international or national organization or UN system would be an advantage.
• Fluency in Portuguese.
• Working knowledge level in English.
• Excellent communication skills, written and oral.
