JOB CONTEXT:

HI have been intervening in Yemen on and off for the last 14 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People\u2019s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana\u2019a. In 2023, Hi expand to have a Livelihood project and adopt a hybrid approach on working directly and through local partners.

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO\u2019s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.

YOUR MISSION:

Under the responsibility of the Head of Program of Yemen, the Field Technical Specialist will need to support both existing activities and partner and at the same time contribute to support long term plan and strategy with for example supporting in country curriculum and training for inclusion staff/ future staff.

Your responsibilities will be:

 

 1: STRATEGY DEVELOPMENT

\u00b7         Contribute to the protection pillar of overall strategic planning for HI's mission

\u00b7         Lead the definition of the Inclusive Humanitarian Action technical strategy for HI's mission and support its implementation by the operational teams;

\u00b7         Provides sectorial technical input to the StratOps of the Programmes within his/her scope and in his/her sector, in line with the global StraTech and ensure relevant follow up.

 

2: TECHNICAL SUPPORT

\u00b7         Provides adequate technical guidance and support to Project Managers and Project supervisors when relevant (adapt standards to PM\u2019s tools, contribute to proposal writing and reporting) in line with strategies, standards    and mandatory transversal approaches

\u00b7         Ensures adequate support to multi-sector responses within projects, in line with the other specialists

\u00b7         Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope

 

3: RESEARCH AND ANALYSIS

\u00b7         Conduct regular analysis of project data and external secondary data on INCLUSION needs and interventions in close collaboration with the Chief of Operations, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;

\u00b7         Contribute to the development of research and innovation projects at the country and region level, when relevant to inclusion

 

4: COORDINATION AND REPRESENTATION

\u00b7         Ensure coordination of our INCLUSION intervention amongst local and international actors, avoiding duplication and promoting cohesiveness

\u00b7         Contribute to the local external prestige and influence of HI\u2019s expertise in inclusion sector priorities

\u00b7         Liaise with national Authorities and other line ministries and participate in different forums

 

5: BUSINESS DEVELOPMENT

\u00b7         Contributes to the context analysis in his/her sectorial scope

\u00b7         Contributes to the design and writing of new projects in Yemen with if needed coordination with region and HQ for multi country project.

\u00b7         Identify & transform major opportunities in Yemen.

 

6: REPORTING

\u00b7         Review and ensure technical quality of any report (Donors and ministries) related to inclusion

\u00b7         Ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

 

7: CAPACITY BUILDING AND SUPPORT TO LOCAL AND STATE CAPACITIES:

\u00b7         Building local and state capacities in inclusion, in particular in the field of Quality management, Information management, conflict sensitivity, Gender Action Learning Systems, diversity and inclusion and the preparation of new team members in inclusion.

 

8: Team Management

\u00b7         Ensure strict application and respect of Internal Regulations by staff under direct line management

\u00b7         Manage the team under direct line management: set individual objectives, complete appraisals of team members, ensure disciplinary measures are taken, when necessary, identify training needs, etc.

\u00b7         Support team members in their management duties and professional development

 

9 : CONFLICT TRANSFORMATION:

\u00b7         Work with conflict-affected communities to transform conflicts and build more peaceful societies.

 

 

CHARACTERISTICS OF THE POSITION:

The position is based in Sana\u2019a \u2013 Yemen. The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah).  In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sanaa and Aden. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana\u2019a and Hajjah nowadays. However, the security is volatile in southern areas.

The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period.

Local medical capacity remains a concern for person with fragile heath, ongoing treatment and that need close medical follow up.

Dress code: Men will be required to wear long pants and at least a short sleeved shirt. Women are required to wear the abaya and hijab (head scarf) outside of the compound. For female staff in the office, appropriate attire includes long pants, and long sleeve shirts.

Requirements

YOUR PROFILE:

You hold a Bachelor\u2019s degree level education in social science or similar fields You have at least 7 years of professional experience in the field of inclusion services technical coordination (Experience in humanitarian context, preferably in emergency contexts) You master developing capacity-building techniques for use with adults; You have excellent communication skills and transfer of knowledge capacities.

English language skills are mandatory (oral and written)
