JOB CONTEXT:
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures (HNO 2024), about 16.7 million people are currently affected by the crisis in Syria, including about 2,05 million IDPs living in last-resort IDP sites, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Twelve years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape, local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern especially following the severe earthquake that struck the northern part of the country along southern T\u00fcrkiye.
From its management office in Amman, HI is leading a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:
1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, mental health and psychosocial support (MHPSS) and/or prosthetics and orthotics), community-based MHPSS activities, training, technical supervisions and donations of assistive devices and/or equipment;
2. Humanitarian Mine Action, including clearance, risk education, non-technical survey, advocacy and victim assistance;
3. Support inclusion and empowerment of persons with disabilities, at individual and collective level, and their inclusion into services at grassroot level.
4. IHA: Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response;
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
YOUR MISSION:
Under the responsibility of the Technical Head of Programme (THoP), the Inclusion Technical Specialist is based in Amman in HI Whole of Syria coordination team and will support HI project in three different hubs with regular travels to the field in Syria. She/he will mainly support the interventions aiming to strengthen the inclusion, participation and empowerment of persons with disabilities, at individual and collective level, through the involvement of the existing OPDs (Organizations of Persons with Disabilities), as well as their access to services at grassroot level. These activities are integrated in a multi-sectoral project that combine inclusion with multi-disciplinary rehabilitation, MHPSS and that contribute to EO victim assistance. The Inclusion Technical Specialist will support the quality deployment of Inclusive Case Management service to target crisis-affected population as well as the disability inclusion technical assistance to grassroots service providers to support the inclusion of persons with disabilities in services belonging to the following focused sectors: health, education, basic needs/livelihood, sexual reproductive health and protection services.
The Inclusion Technical Specialist will also contribute to design and implement IHA (Inclusive Humanitarian Actions) interventions, which combines advocacy and capacity building to clusters/WG and humanitarian actors on the application of the IASC guideline on the Inclusion of Persons with Disabilities in Humanitarian Actions, with HI direct support to inclusion of persons with disabilities into services at grassroot level. The Inclusion Technical Specialist will also support the THoP to cover the gaps in IHA specialist position, mainly by supporting the development of bilateral partnerships for IHA with INGOs/NGOs and by supporting influencing and capacity building at cluster/WGs level.
The Inclusion Technical Specialist will also ensure HI Syria projects and activities are disability/gender/age responsive and support the coordination of the implementation of the BeHinclusive action plan. She/he will also be in charge of the capacity building and technical supervision of the WoS DGA Inclusion Officer and the Technical Officers in the hubs.

Mission 2: Influence
Contribute to the local external prestige and influence of HI\u2019s expertise in inclusion:
\u00b7 Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation)
\u00b7 Contribute to advocacy on specific themes in line with the global advocacy priorities
\u00b7 Contribute to communication messages locally in line with the global communication priorities.
Mission 3: Business development.
Ensure the development of major opportunities or new projects in the region under his sectorial scope
\u00b7 Lead or contribute to the context analysis
\u00b7 Lead or contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division
\u00b7 Identify & transform major opportunities in the region under his scope
\u00b7 Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region. e. Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region.
Mission 4: Emergency preparedness and response responsibilities
Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.
Requirements
YOUR PROFILE:
\u00b7 You hold a master\u2019s degree in social studies or similar fields
\u00b7 You have minimum five years of experience in providing technical support and strategic guidance disability inclusion, of which 2 years in the position of technical specialist
\u00b7 You have proven experience in gender and/or protection mainstreaming
\u00b7 You master the social model of disability and its implications for inclusion.
