Background Information - Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as the fund manager for some of the largest development programmes in the country. In addition, UNOPS is the Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards the elimination of Malaria, which works to accelerate progress toward malaria elimination in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure, and project management services to a wide range of organizations in the country, including international development partners, other UN agencies, NGOs, and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency, and cost-effectiveness.

Background Information - Job-specific
Under the overall supervision of the Head of Support Services and direct supervision of ICT Senior Officer, ICT Senior Associate shall be responsible: to lead the helpdesk team to provide efficient technical support, ICT Management, Server and Network Administration, Interaction with Head Quarter, Regional Office and other agencies, and to provide ICT Maintainance and Administration. Functional Responsibilities

  • ICT client services, management and administration

  • Ensure efficient and effective ICT client services, management and administration, focusing on achievement of the following results:

Lead and support the helpdesk team on the installation and configuration of ICT-related hardware/software and provide technical support on standard software and various UNOPS customized systems.

Implementation of ICT and operational strategies compliant with UNOPS rules, regulations, policies and framework.

Lead the helpdesk team on the provision of fast, friendly, and effective user support.

Participation in the development of ICT standards and strategies.

Maintenance of inventory of all computers, telecommunication equipment, I/O devices and software existent in the Business Unit ensuring compliance with registration and upgrades.

Interaction with HQ and ICT personnel from other UN agencies in the area to share and exchange information and expertise on applications and tools.

Ensuring the providing for meeting/event ICT facilities setup such as audio system, video conferencing system, etc

Provision of consulting services, ICT audit inspections and/or facilitation of selection/deployment of software to projects, seeking technical advice and support from HQ ICT personnel, as required.

Report and assist the ICT officer to ensure continuous improvement of the ICT team and to deliver an efficient and client-oriented approach to technical support services to all users.

Participate in procurement of ICT-related hardware and software

Server and Network Administration

Maintenance of network and internet connectivity to ensure stable operation, availability of bandwidth, and reliable connection to the internet and HQ-based systems.

Valid hardware maintenance agreements, to ensure timely resolution of hardware failures.

A stable and responsive network environment based on daily monitoring of the network connection.

Ensure confidentiality, integrity and availability of UNOPS ICT systems and UNOPS information assets.

Monitor and maintain proper backups of UNOPS data. Maintenance of measures in place for business continuity and disaster recovery processes and procedures Maintenance of video conference and telephony operations

Team Management

Facilitates the engagement and provision of high-quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.

Provides oversight, ensuring compliance by team members with existing policies and best practices.ICT Maintenance


Knowledge building and knowledge sharing

Training and guidance to users in the efficient and secure use of ICT systems and services

Advice to management, clients and colleagues on subject matter expertise

Synthesis and dissemination of best practices to internal collaborators and networks

ICT Maintenance

Effective functioning (installation, operation and maintenance) of all UNOPS hardware equipment and acquisition of hardware supplies.

Conduct regular maintenance of ICT infrastructure equipment.

Ensure running condition of all ICT-related equipment through timely repair and maintenance.

Ensure frequently required ICT spare parts/stocks and consumables are available in stock at any time.

Perform other related duties as required.

Impact of Results

The key results have an impact on the execution of the ICT support function in UNOPS Myanmar office in terms of quality and accuracy of work completed. Timely updating and implementation of software/hardware, punctual and accurate information and a client-oriented approach enhances UNOPS capability as an efficient and first-class service provider.

Education/Experience/Language requirements

Education

Completion of Secondary education is required.

Diploma or University Degree, preferably in information sciences, computer sciences or engineering, is desirable and may substitute some of the required years of experience.

Work Experiences

A minimum of 7 years of progressively responsible experience in the field of information technology and/or telecommunications and systems, preferably in an international environment is required.

Experience in the usage of computers and office software packages (MS Office 2016 and/or newer versions) is required.

Experience in management of Active Directory, Windows servers, and network infrastructure is required.

Experience in the usage of Google Work Space, Google Admin console and related tools is required.


Language Requirement

Full working knowledge in written and oral English and fluency in Myanmar language required.

Knowledge of another official UNOPS language is an asset.

For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
