The incumbent reports to the Thailand Team Leader under the general supervision of the Regional Representative. ResponsibilitiesWithin delegated authority, the Human Rights Officer will be responsible for the following duties: • Serves as project team leader with responsibility for carrying out, in routine consultation with the Thailand team leader, the overall implementation of a multi-year earmarked project on strengthening national capacity to prevent and respond to torture and enforced disappearances, including coordination and administrative functions relating to staffing, planning, grant disbursement, and implementation. • Maintains and ensures strong coordination with national counterparts of the project and plans, oversees and implements a programme of training and capacity building for military, police and correction officers as well as other relevant government officials, including forensic and health personnel, on the applicable human rights laws and standards. • Assists and strengthens the capacity of the NHRI and civil society organisations, as well as victims and their families, to monitor, document and report on torture, ill-treatment and enforced disappearances, including from a gender perspective. • Ensures regular communication and coordination with project donor and partners and develops and maintains effective mechanisms for integrating and responding to their feedback and insights in agreement with the Thailand Team Leader and SEARO management. • Prepares detailed work plans and accompanying budgets, budget revisions and forecasting for the timely and realistic achievement of the project objectives and monitors expenditures as per the funding agreement and in coordination with the Thailand team and SEARO. • Ensures timely project review, revisions, monitoring and completion of related donor reporting obligations. • Provides strategic guidance in the conceptualisation, development and management of grants, including monitoring the disbursement and implementation of project grants, in close collaboration with the Thailand team and relevant colleagues at headquarters. • Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including relevant recommendations of treaty bodies and mechanisms of the Human Rights Council. • Ensures up-to-date information regarding substantive matters in the field of human rights, focusing on the prevention and response to torture and enforced disappearances and makes recommendations on required actions. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Trains and supervises junior staff under the direction of the Thailand team leader. • Performs other related duties as required.
