ResponsibilitiesWithin delegated authority, the Human Resources Assistant will be responsible for the following specific duties: Recruitment and placement • Participate in the recruitment process of administrative positions and the engagement of UNVs, consultants and other affiliate personnel, including evaluating and screening applications of such candidates, preparing profiles of candidates, identifying short-lists of candidates and conducting preliminary interviews. • Support in the implementation of recruitment processes for locally recruited staff and personnel, including provision of input to job classification, job descriptions, vacancy announcements, the screening of candidates, the organization of and participation in interview panels, conducting Competency Based Interviews (CBI), writing interview reports, and submitting requests for recruitment to the UNDP Offices concerned. • Support the management of the recruitment processes of interns, including job descriptions, ensuring compliance with UNODC policy and guidelines on internships, in liaison with the appropriate Focal Point at UNODC HQ. • Assist in organizing and coordinating competitive recruitment examinations. • Oversee the maintenance of vacancy announcement files and tracking status of vacancy announcements. Staff development and career support training • Assist in the organization and conducts of training courses and workshops. • Support in providing guidance on Human Resources’ policies and procedures to UNODC staff in the MENA region. • Participate in knowledge management and sharing by contributing to the induction process of all newcomers in ROMENA UNODC and monitoring the mandatory courses completion rates to all staff. • Monitor training activities and compliance of mandatory training. • Work closely with UN teams in the country and HRMS identifying and organizing staff support activities for staff wellbeing. Contract Management • Act as UNODC ROMENA Focal Point on contract management; timely finalization of National Staff contract extensions and follow up with the staff/personnel on the issuance of the performance evaluation and contractors' evaluation forms. General • Maintain HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports. • Undertake research on a range of HR related issues and assists in the preparation of notes/reports. • Provide general office support services; process, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications; setup and maintains files/records (electronic and paper); schedules appointments/meetings, monitor deadlines, etc. • Prepare written response to queries concerning HR related matters. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Maintenance up to date the contract database in the Field Office Human Resources Management (FOHRM) system. Monitor and track all transactions related to positions, recruitments, HR data, adjustments and separations through FOHRM, and advise/liaise with UNOPS/UNV and other entities Offices for their action. • Monitor staff attendance in UNODC outposts in the MENA region; act as time manager for national staff maintaining attendance records and monitoring of leave recording. • Support in creating HR reports and HR tracking sheets. • Maintain up to date UNODC ROMENA staffing table, Gender distribution and organizational structure • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as required. Work ExperienceA minimum of five years of work experience in human resources, administration or related areas is required. The minimum years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher. Experience in the usage of computers and standard MS Office software packages (MS Word, Excel, PowerPoint, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems is required. At least one year of experience in data analytics or related areas is desirable. Work experience with the United Nations system and/or other international organizations is desirable. Experience in a large Enterprise Resource Planning System is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
