Purpose of the role

The purpose of a HSS and Access Coordinator is to implement delegated areas of responsibility. 

The following is a brief description of the role.

What you will do

Implement NRC’s systems and procedures at area level Ensure adherence to NRC policies, handbooks, guidelines and donor requirements Prepare and submit reports and analysis  Ensure proper filing of all support documents Support line managers in procedures and require support team training Management of HSS staff Provide anti-corruption, transparency and cost-efficiency focus in all processes

Specifically, you will;

HSS Responsibilities

Implement and ensure compliance in NRC Iraq with Global, Regional and in Country HSS SOPs Regularly conduct security risk assessments (including SRAs) to identify potential challenges in the Area Office. Responsible for managing the communication tree for staff check-ins and disseminating HSS alerts and information. Manage and report accordingly NRC related incidents at area office level.  Record updates and alterations to the context, ensuring regular reporting to the Area Office and HSS management.  Incident database maintenance at Area Office Level.  Proactively engage with programme and support teams to understand HSS needs and act upon information Implement HSS-related training and ensure compliance through regular planning for First Aid, HEIST, and other relevant HSS training for staff. Networking with external stakeholders, such as UN agencies and other non-governmental organizations (NGOs), to establish an HSS-related communication channel.        Ensure that all NRC premises are monitored and access to premises is controlled. Supervise the functionality of HSS-related equipment, including first aid kits, fire and safety equipment, communication devices, and other relevant items.  In liaison with HSS Manager and the HoS (Budget Holder) raise PRs in line with planned procurements (in line with Master Budget spending plan) for relevant HSS requirements. 

Access Responsibilities

Ensure timely application and follow-up for federal Iraq visas for international staff and NRC visitors to Federal Iraq; maintain a tracking and follow-up system for renewals. Liaise regularly with DNGO in Baghdad and other relevant authorities, maintaining good relations  NRC focal point for all communication with DNGO and Government of Iraq authorities. Provide briefings, following special assessments, to access groups Support area security/access focal point for access related issues in the areas of operation Liaison with local government authorities for access issues as and when request comes from AO Responsible for obtaining access letter from concern authorities for shifting goods and personnel movement between Erbil to AOs and vice versa. Support/guide area security/access focal point for mapping out different actors in the areas of operations Support HSS Manager in mapping hard to reach areas and country access strategy Participate country level access coordination meetings

Professional competencies

Experience from working as a HSS Coordinator in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile  Fluency in English, both written and verbal 

Specific skills, knowledge and experience: 

Knowledge of the context in in Iraq Previous experience in a liaison or access position Fluency in Arabic, Kurdish an advantage Proven experience of planning and organisation Proven ability to communicate and coordinate effectively Proactive

Contract Duration: Until 31st December, renewable pending funds and performance
Duty Station: Baghdad - Iraq with 40%.

Salary: G7, According to NRC’s Iraq salary scale and terms and conditions.
