Head, Health Finance Department - GL F - Defined Duration contract until December 2029

The Head, Health Finance Department will lead the efforts to position the Global Fund as a leading voice on health financing. The Head will manage a team of health finance experts in implementing the Global Fund’s strategic approach to health financing; and will ensure effective coordination and collaboration across relevant teams within the Global Fund Secretariat, the wider partnership and in particular with countries to support enhancements to domestic health financing at country level and define the Global Fund’s distinctive value-add across the different elements of the health financing value chain with the aim of increasing the financial and programmatic sustainability of Global Fund investments in national programs to fight HIV, TB and Malaria and strengthen systems for health.

Key Responsibilities

As senior manager within the Strategic Investment and Impact Division, the Head, Health Finance Department will lead and develop the Global Fund’s capabilities in the following areas:

Implement and continuously refine the Global Fund’s approach to health finance.

Implement the Global Fund’s strategic approach towards health financing, identifying where the Global Fund can add most value across the different elements of the health financing value chain with the aim of increasing the financial and programmatic sustainability of Global Fund investments in programs to fight HIV, TB, malaria and strengthen systems for health, including by: i) increasing the share of domestic resources going to the health sector, ii) ensuring prioritization of health in national budgets, iii) increasing efficiency and Value for Money of health spending and iv) leveraging additional sources of funding through innovative finance transactions including blended finance, debt swaps etc.

Manage the team of health finance experts in the Health Finance Department and ensure their effective support to countries and Secretariat Country Teams Working with Country Teams, governments and other partners to support enhancements to health financing at country level, including through: designing and advising on development and monitoring of co-financing commitments; advising on the design and development of Global Fund grants; supporting national financing dialogues; providing technical assistance and support to investments in health financing systems, including Public Finance Management; advocacy, including the development of investment cases; development of pooling and purchasing/payment mechanisms, including national health insurance schemes, community-based insurance schemes, or social contracting mechanisms of civil society and community organizations; and innovative mechanisms to “crowd in” other sources of funding.

Lead the development and execution of innovative finance mechanisms, including blended finance and debt2health. Work with Country Teams, other departments across the Secretariat, and with the wider partnership to identify and realize opportunities to mobilize more resources for the mission to end HIV, TB and malaria and to build stronger health systems, through innovative mechanisms, including debt2health swaps and blended finance.

Drive coordination and collaboration for Health Financing across the Global Fund partnership.

Ensure effective coordination and collaboration across relevant teams within the Global Fund Secretariat and the wider partnership. Within the Secretariat, key partners will include Grant Management Division, External Relations and Communications Division, Finance and Administration Division as well as other teams within the Strategic Investment and Impact Division in particular, Technical Advice and Partnerships and Community, Rights and Gender. Across the broader partnership, collaboration will centre on coordination of health financing approaches particularly with the World Bank, the Global Financing Facility, other multi-lateral development banks and development finance institutions, Gavi and WHO, including in the context of the Sustainable Finance for Health Accelerator under the SDG3 Global Action Plan plus the Lusaka Agenda, and will also encompass entities such as the IMF and OECD, key bilateral partners, civil society, academic networks and the private sector.

Drive external engagement on Health Financing and position the Global Fund as a leading voice.

Work with the Office of the Executive Director, relevant members of the Management Executive Committee and key partners across the Secretariat to promote and manage global, regional and in-country partnerships on health financing. In collaboration with other teams in the Secretariat shape advocacy and communications strategies including through participation at conferences, targeted OpEds or media interviews, and support to civil society advocacy efforts.

Reinforce data and analytics for Health Financing

Strengthen comprehensive data resources for health financing to monitor cofinancing commitments, support advocacy, enable assessment of countries’ comparative performance and underpin robust evaluation of different schemes and approaches. Work with relevant departments to conduct analytics and projections to inform the development of the Global Fund Strategy and the Global Fund Investment Case.

Qualifications

Essential:

  • Advanced university degree in economics/public health/political sciences/international relations

    Desirable:

    • Specialised post-graduate qualification in public health

      Experience

      Essential:

      • Extensive health financing expertise acquired through working with implementing countries and government partners (ie. ministries of finance and/or ministries of health).
      • Demonstrated experience in successfully managing and developing a high performing team of technical experts.
      • Expertise in technical aspects of health financing, including (but not limited to) tax and health insurance schemes, public finance management, budget prioritisation, co-financing approaches, expenditure tracking, innovative finance, etc.
      • Demonstrated ability to build strong relationships with key partners of the Global Fund, including the World Bank, WHO, regional development banks, Gavi and other relevant partners of the Global Health eco system

        Desirable:

        • Over 15 years’ experience at country and international level in public health financing or fiscal policy formulation.
        • Experience of establishing a team or unit with a catalytic role and with the aim to effectively provide support to other units.
        • Knowledge of Global Fund operations and processes.
        • Demonstrated knowledge of the Global Fund and its partnership model, governance, polices and processes.
        • Experience leading policy negotiation discussions on both political and highly technical topics – ideally at an international level.

          An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
