Back Grants Manager (open for NRC Internal Candidates Only)

Role and responsibilities:

The Grants Manager will contribute to achieving quality programming by ensuring effective grants management including, internal and donor compliance requirements, timely and quality proposal development as well as reporting, and leading on internal and external grants-related communications as delegated by the Head of Programme Support. S/he will also oversee the key mandatory activities under NRC’s Project Cycle Management (PCM). The Grants Manager line manages a three Grants Coordinators and ensures NRC Programme/support teams are informed of relevant donor compliance regulations and NRC procedures, manages donor and other external reporting, and coordinates grant revisions. S/he also supports donor communication by ensuring effective channels of internal and external communications relating to grants are established and respected. The Grants Manger supports Project Managers and Core Competency Specialists in the development of proposals and reporting in line with the grant process flowchart.

The following is a brief description of the role:

1. Adherence to NRC policies, guidance, and procedures;
2. Maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines;
3. Lead the process of developing donor applications and reports, as well as ensuring donor compliance and quality control;
4. Contribute to the development and revision of funding proposals, budgets, and donor reports;
5. Be updated on donor priorities and track and share relevant calls for proposals;
6. Continuously improve internal grant management systems;
7. Provide an internal help-desk on donor related issues, including donor rules and regulations, as well as proposal and report writing;
8. Lead the process of PCM procedures and usage of the NRC PCM framework in the Country Office, including inclusion of cross-cutting programme elements and M&E structures throughout all stages of the PCM; 
9. Represent NRC with relevant partners and donors, as delegated by the Head of Programme Support;
10. Capacity building of national Grants Coordinator.

    Specific responsibilities:

    Proposal Development:

    1. Proposal Development - Responsible for leading the development of high-quality grant proposals and budgets development with the relevant internal stakeholders for all funding opportunities, preparing templates and timeline;
    2. Project Cycle Management (PCM) - Responsible for leading and overseeing all PCM processes for grants and projects, including the Go/No Go, proposal planning meetings, Grant Opening Meetings (GOMs), Project Review Meetings (PRM), and Grants Closure Meetings (GCM). Responsible for completion and documentation of all processes in accordance with NRC tools and guidance;
    3. Ensure timely Country Office opportunity scanning and have up-to-date knowledge of the latest funding opportunities;
    4. Support to the development and implementation of the country office fundraising strategy.

       Grant Agreement, Donor Reporting and Monitoring:

       1. Review donor contracts, flag any points that might challenge NRC’s procedures, and support contract negotiations;
       2. Responsible for leading the coordination and consolidation of inputs for all donor reports. This includes ensuring consistency between narrative and financial reports, maintaining quality standards, and ensuring donor requirements are met. Ensure coordination and consolidation of inputs from all departments, including Programme and Support;
       3. Responsible for leading the coordination of project revisions with the relevant stakeholders;
       4. Responsible for ensuring that any critical financial or compliance issues are raised formally to the Area Managers and the Head of Programme;
       5. Work with the relevant Area Manager/ Core Competency Specialist to ensure Grant Opening Meetings are arranged and take place within 30 days of the grant being activated and all mandatory internal documents are in place (internal logframe, internal budget, procurement plan, M&E matrix);
       6. In collaboration with the Advocacy and Media team, contribute to the development of country factsheets and other relevant information pieces for donor visits/meetings. 
       7. Build national Grants Coordinator capacity in PCM concepts and implementation.

          Donor Compliance:

          1. Be familiar with all NRC organisational and donor portfolio compliance requirements and ensure high quality management of grants through meeting of KPIs and deadlines;
          2. Support and advise programme colleagues with queries related to donor compliance on grants within portfolio;
          3. Support external donor audits;
          4. Assist in training and capacity building related to NRC Grants Management/donor compliance as required.

             General Administration:

             1. Responsible for leading the development of tools and SOPs for efficient internal grants management systems, in consultation with relevant internal stakeholders;
             2. Accountable for maintain a correct and up-to-date the Grants Tracker and sharing it with the relevant stakeholders;
             3. Accountable for maintaining standardized information management/filing systems for all grants documents, including NRC’s grants management system – Cycles;
             4. Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work;
             5. Assist the Head of Programme Supportas necessary, including representation and attendance at meetings as required, and coordination with teams to follow up on agreed action points.

                • At least 5 years’ of relevant experience in a related field;
                • Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors);
                • Experience working in complex environments and with displaced populations; 
                • Good understanding of donor rules and regulations;
                • Good communication and interpersonal skills;
                • Excellent written and oral communication skills in English; 
                • Strong organisational and team working skills;
                • Above average computer skills, particularly in Microsoft Windows Word and Excel;
                • Proven skills and experience in report and proposal development and working with multiple donors and large portfolio management. 
                • Willingness to travel to area offices according to travel requirements.
                • Proven track record in team management and team building.

                  • Good cultural awareness and sensitivity;
                  • Knowledge of the NGO operations and the dynamics of the humanitarian sector;

                    • Salary/benefits: grade 9 on NRC’s salary scale. 
                    • Duration of Contract: 12 months, fixed term contract with possibility of extension, subject to performance and available funding
