UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Syria Programme has been working on Syria for many years to strengthen women’s participation in the political process, as well as providing humanitarian support to women and girls in need through the Gaziantep-based cross-border operation. Since the fall of the Assad Regime, UN Women has started operating from Damascus, where its programme advances the implementation of its triple mandate (normative, operational, coordination) in cooperation with Syrian authorities, including line ministries and relevant commissions.
The Gender Specialist provides strategic guidance on advancing gender equality and women’s empowerment across UN Women’s mandate areas, including women’s leadership, protection, economic empowerment, governance, and Women, Peace and Security. Guided by UN Women’s Strategic Plan, corporate gender frameworks, and national priorities, the portfolio supports programme development, evidence-based policy engagement, coordination, and partnership-building to ensure that gender equality commitments are translated into concrete results on the ground.
Reporting to the Head of Programme, the Gender Specialist is responsible for providing high-quality technical support and strategic guidance to strengthen gender-responsive programming and policy engagement across UN Women's work in Syria. The Specialist leads the development of gender analysis, contributes to the formulation and review of programme documents, supports capacity-building of partners and staff, and leads the production of gender-related knowledge products. The Specialist also plays a key role in establishing and maintaining strategic partnerships, supporting resource mobilization efforts, and ensuring effective coordination with government, UN system partners, and civil society to advance national gender equality priorities.
Scope of Work:
Design and develop programme strategies for the Syria Programme
Manage the implementation and management of the Syria programme
Manage technical assistance and capacity development to project/programme partners
Manage the monitoring and reporting of the programme project
Manage the people and financial resources of the Syria programme
Build partnerships and support in developing resource mobilization strategies
Contribute to inter-agency coordination on to achieve coherence and alignment of UN Women programmes with other partners in the country
Manage advocacy, knowledge building and communication efforts
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities:
At present, the incumbent will not supervise any personnel; however, depending on future programme expansion and the potential addition of technical staff, consultants, or interns, the role may assume supervisory responsibilities as operational needs evolve.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women.
