Back Gender Responsive Budgeting Consultant

Backgroud:

USAID Takamol is seeking a consultant to deliver Gender-Responsive Budgeting (GRB) trainings to Government of Jordan staff. One two-day training will be delivered to staff who work on a political participation programs and another two-day training will be delivered to a staff from a variety of public sector entities who focus on integrating gender within their institutions. The trainings are planned to be delivered February - April 2020.

The objectives of GRB trainings are to support government staff gain knowledge of GRB and build skills to apply GRB methods within program budget planning, implementation, and analysis. The consultant will be responsible for designing and delivering the training in Arabic. USAID Takamol will provide resource materials that the consultant may choose to use. USAID Takamol reserves the right to award follow-on work to the selected consultant for the purposes of mentoring and providing support to trainees after delivering the GRB training.

Responsibilities:

1. Consult with USAID Takamol staff to understand the training needs. Conduct a training needs assessment as needed to inform the training design.
2. Develop a training agenda, including learning objectives, sessions, key activities, and timing. Adjust as needed based on USAID Takamol feedback.
3. Complete all training materials including presentation slides, group exercises with handouts, and pre and post evaluation tests.
4. Conduct the training.
5. Deliver a post-training report including analysis from participant discussions, feedback, and M&E tools.

Preferred Experience and Qualifications:

• Experience with gender-responsive budgeting initiatives;
• Proven experience designing and delivering similar sessions;
• Excellent communication, training, and facilitation skills;
• Excellent command of Arabic and English language, spoken and written;
• Experience working with the public sector in Jordan;
• Available immediately in Jordan. (Note: No transportation costs will be covered through the consultancy.)
