UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government, and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.
BPPS’s Hubs on Nature, Climate, Energy and Waste, with the support of the Vertical Fund Programme Support, Oversight and Compliance Unit, works with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste.
The newly established UNDP Climate Hub is the arrowhead of UNDP’s commitment to the “Climate Promise” that aims to support programming countries designing and implementing pledges under the Paris Agreement, including ambitious National Determined Contributions, with climate change mitigation and adaptation interventions fully embedded in the national development planning and budgetary processes. The Climate Hub will build on UNDP’s existing over USD 4 billion country-level climate portfolio on Climate Change Policies and Strategies, Climate Change Adaptation, Climate Change Mitigation, Climate and Forests, covering over 142 countries, as well as on UNDP’s Nature portfolio, UNDP’s Sustainable Finance Hub, UNDP’s Digital offer and other relevant portfolios on youth, gender, health, climate security among others.
The UNDP Climate Hub is responsible for:
Thought leadership on Climate and to be the custodian of UNDP policy positions on Climate; Strategy and vision formulation; Pipeline development in coordination with the other hubs and the Vertical Fund Programme Support, Oversight and Compliance Unit; Provision of integrated policy and programme support to Country Offices; Global engagement, advocacy in collaboration with BERA; Integration across thematic areas; Strategic Partnerships development and resource mobilization; Lead and Support global flagship initiatives and partnerships on Climate; Serve as focal point with relevant UN coordination mechanisms and Conventions (UN Framework Convention on Climate Change); Cross-organization knowledge and learning; and Innovation.UNDP is recruiting a Gender and Climate Change Analyst to support integrating gender equality aspects into the Climate Strategies and Policy Team (CSPT) areas of work, mainly within the Climate Promise from pledge to impact programme and related outcomes on NDC enhancement and implementation.
Scope of Work
The Gender and Climate Change Analyst will support the CSPT in integrating gender equality considerations by developing and facilitating the following:
Ensure Project Planning, Coordination and Technical Support
Support the development and coordination of project work plans and budgets related to gender and climate programming in line with UNDP’s POPP/PPM policies and Gender Equality Strategy. Coordinate day-to-day activities related to gender mainstreaming in climate strategies, ensuring timely implementation of deliverables and technical outputs in line with workplans and partner expectations. Provide technical guidance and inputs on gender equality in climate policy instruments, including NDCs, Climate Action Plans, Gender Action Plans, and related sector strategies. Ensure all assigned activities are delivered in a gender-responsive manner and meet quality, budgetary and timeline expectations.Ensure Stakeholder Engagement, Partnerships and Coordination
Support in liaising with UNDP Country Offices, government counterparts, civil society, and partner institutions to ensure inclusive and participatory processes in gender and climate-related programming. Support mapping of key stakeholders and gender-climate networks, and contribute to strengthening partnerships for peer exchange, learning, and collaboration. Facilitate engagement with technical experts, women’s organizations, and national gender institutions to ensure national ownership and relevance of gender-responsive climate actions. Support coordination of partner consultations, side events, and country dialogues related to gender and NDC implementation.Ensure Monitoring, Reporting and Results Management
Contribute to updating results frameworks and indicators for gender equality in CSPT’s programmes, and support development of data collection methodologies and reporting mechanisms. Analyze progress reports and ensure timely submission of inputs for internal reporting and knowledge products. Identify and track risks and challenges in implementation, and propose corrective actions as needed in coordination with the supervisor.Facilitate Knowledge Management and Capacity Building
Document and synthesize lessons learned and best practices related to gender integration in climate policies and finance. Support the development of training materials, briefing notes, case studies, and toolkits to enhance institutional capacity and awareness. Facilitate virtual and in-person capacity building sessions and technical exchanges between countries and partners on gender-responsive climate action. Contribute to UNDP and partner knowledge platforms, communities of practice, and global advocacy efforts around gender and climate.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Gender and Climate Change Analyst reports directly to the Climate Change and Gender, Programme Specialist. S/he will be part of the larger Climate Strategies and Policy Team (CSPT) and Climate Hub.

Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in gender mainstreaming in climate change/environment required, particularly conducting research, summarizing material related to development areas and write ups for reporting or dissemination.Required skills

Proven track record of strong analytical and research skills, this includes ability to conduct literature reviews, synthesize findings, and generate policy-relevant insights on gender and climate change, especially in the context of NDCs. Demonstrated ability to integrate gender considerations into climate mitigation and adaptation programming, policies, and instruments. Familiarity with key instruments and processes, such as the UNFCCC, NDCs, and Gender Action Plans Experience supporting climate policy processes at national or international levels, especially in relation to NDC enhancement, Climate Action Plans, or Long-Term Strategies with a gender lens. Proven track record of sound understanding of climate finance and gender-responsive budgeting, this includes familiarity with how climate finance instruments and public budgets can be aligned with gender equality goals. Experience working with UN agencies or multilateral development organizations, knowledge of UNDP programming frameworks and interagency coordination mechanisms Experience developing knowledge products, toolkits, or capacity-building materials and ability to design practical, user-oriented resources that support implementation of gender-responsive climate actions. Experience in particularly useful for engaging with francophone or Latin American partner countries. Familiarity with results-based management (RBM) and gender indicators, to support tracking, reporting, and evaluating the impact of gender-responsive climate interventions.Required Language(s)
