Project Context and Scope
Since 2022, IOM Kyrgyzstan has been implementing the project ‘Safe Migration of Seasonal Workers from Central Asia to the UK’, currently in the third phase, covering four Central Asian countries: Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The project seeks to empower Central Asian migrants by enhancing their awareness and access to resources for safe migration to and from the UK. Interventions include providing free of charge information, referring to protection mechanisms, and delivering targeted pre-departure orientation sessions as well as safe migration hotline services. Stakeholders engaged in the UK Seasonal Worker Scheme are expected to gain a deeper understanding of migrants' needs and vulnerabilities, enabling proactive risk mitigation and strengthened referral to protection services. Through informed migration and supportive environment, the project seeks to enhance migrants' safety and well-being while contributing to broader socio-economic development within impacted communities.
Central to this project, is IOM’s commitment to equal opportunities and reducing risks in labour migration, in particular for women migrants. The framework for IOM's approaches includes the IOM Strategic Plan (2024-2028) which priorities equality, diversity and inclusion and protection-centered approaches as cross-cutting priorities. In addition, the IOM Gender Equality Policy (2024), IOM's Institutional Framework to Address Gender-Based Violence in Crisis (GBViC, 2018), and IOM’s Global PSEA Strategy further outline IOM's approaches and commitments to women's empowerment, equality and protection.

Tasks to be performed under this contract
Gender, GBV and protection mainstreaming:
- Coordinate the development of an operational gender mainstreaming and GBV mainstreaming Work Plan under the ‘Safe Migration of seasonal workers from Central Asia to the UK’ programme, in line with IOM's Gender Equality Policy, IOM's GBViC framework, IOM’s PSEA Strategy, the IASC’s PSEA Minimum Operating Standards (MOS).
- Provide technical inputs for the inclusion of gender and GBV mainstreaming, and PSEA components for the risk mitigation and management, planning, implementation, reporting, monitoring and evaluation and budgeting.
- Support integrating measures to mitigate risks of GBV and non-specialist response to GBV survivors across all activities under the ‘Safe Migration of seasonal workers from Central Asia to the UK’ programme.
- Proactively seek to identify and take action to mitigate GBV risks in the programme design and implementation and proactively facilitate and monitor vulnerable groups’ safe access to services.
- Develop a capacity building plan and deliver training for IOM staff, national authorities and partners on gender equality, GBV core concepts, principles, risk identification and mitigation measures, safe disclosure, PSEA, AAP and Code of Conduct.
- Ensure pre-departure orientation (PDO) sessions are tailored for women migrant seasonal workers and include gender and GBV considerations.
- Coordinate with GBV partners supporting seasonal workers in the UK and the Central Asian countries under this project on exiting GBV national referral mechanisms and information to access services.
- Contribute to the updates of project documents, including a communication plan on access to GBV support through the project's hotline in line with IOM GBViC Framework and GBV international standards.
- Lead the development and inclusion of a gender and GBV module in PDO materials and deliver training of trainers on the module.
- Provide technical advice on ensuring that all relevant stakeholders follow workplace PSEA standards:
1) Organizational Policy: Code of Conduct and/or PSEA policy
2) Organizational Management: PSEA clause into contracts/partnership agreements for sub-contractors
3) Human Resources Systems: Reference check template including check for sexual misconduct
5) Reporting: Internal Complaints and Feedback Mechanism; CSOs whistle-blower policy
6) Assistance and Referrals: Victim assistance and/or GBV case management principles
7) Investigations: PSEA investigation policy/procedures
- Managing and sharing knowledge: Continuously seeks to learn, share knowledge and innovate.
