ORGANIZATIONAL SETTING The incumbent is responsible to, as applicable, the Head, Enterprise Business Solutions Section (HQA), OR to the Head, IT Service Centre (ITSC), (HQG), and receives technical guidance from Head, Enterprise Business Solutions Section. The number and type of staff assigned to specific projects strictly depend on agreed work plans. Conducts business and feasibility analysis for new requests initiated by user departments; gathers data and information on the current requirements of end users in order to capture their system requirements and specifications. 2. Coordinates Enterprise Resource Planning (ERP) system support and maintenance activities with technical teams, external service providers, and third-party vendors to determine technical feasibility of solutions and provide support and maintenance. 3. Develops concrete detailed project plans to manage several end-to-end simple independent projects or one mid-size project and ensures that projects are completed on schedule and resources are effectively utilized. 4. Closely coordinates with staff and managers from different departments / offices of the Agency to ensure timely completion and delivery of solutions in line with business expectations. 5. Converts business requirements to functional and technical specifications; defines configuration changes within the appropriate functional module to match the functional requirements and facilitate the relevant business process execution within the module. 6. Prepares test plans for system integration tests and executes said test plans; participates in the quality assurance testing of the entire solution prior to the user acceptance test. 8. Prepares instruction manuals, standard operating procedures and other documentation for the systems and applications developed to ensure that end users are properly informed on how the system works. 8.Distributes documentation and required detailed specifications to DITID staff as applicable to support their day-to-day tasks. 9.Conducts end user training when necessary. 10.Prepares weekly reports on response / completion status of assignments for Management decisions. 11. Performs other duties as may be assigned by the supervisor(s). Qualifications/special skillsA university degree from an accredited educational institution in Management Information Systems (MIS), Business Information Systems (BIS), Computer Science with a minor in Accounting, Business Administration, Human Resources Management, Finance or other related discipline A minimum of Six years of progressively responsible and relevant experience in the area of software applications development and implementation including two years at a senior/supervisory level, with proven experience in: i. Business analysis, understanding of business needs and proven ability to propose solutions; ii. Advanced data analysis; iii. Report writing and knowledge of reporting tools (Crystal Reports, SQL Reporting Services, etc.); iv. Advanced projects and budget management; v. Working knowledge of relational databases and SQL server; vi. MS Office, MS Project or similar tools Knowledge in one of the following information system applications: (i) Accounting and financial information systems (General Ledger, Accounts Payable, Accounts Receivable, Budgeting and Forecasting); (ii) Supply chain management systems (Procurement, Inventory and Fixed Assets Management Systems); or Payroll and Human Resource Management Systems. Knowledge or experience in implementing ERP system or complex multi-functional application systems; 5.2. Experience or knowledge of applications development using MS-Access and development of reports using Crystal reports; Experience or knowledge of HTML, AJAX, JavaScript, object-oriented analysis and design.
