NRC has been working in the Northwest and Southwest Regions since 2018 responding to the needs of IDPs and host communities affected by the Anglophone Crisis that began since 2017. To support the teams in the execution of their duties, there is a great need for a complete finance team. He/she will ensure effective quality implementation of the Finance activities in the Southwest. He/she will also work closely with the implementing partners/suppliers in the field to ensure timely payment.
A - Generic Responsibilities.
Ensure adherence to NRC policies, tools, handbooks, and guidelines.Implement delegated finance support function portfolio according to the plan of action.Prepare and develop status reports as required by management.Update the finance filing tree with all vouchers, bank statements, and cash counts relating to field office daily, weekly, and monthly activities.Promote and share ideas for improvement of the finance functions.B - Specific Responsibilities.
Responsible for keeping up to date list of NRC Bank account signatories in the field office.Responsible for introducing or removing NRC bank Account signatory.Be responsible for bank transactions in line with NRC policies and procedures.Posting deposits and costs into bank cash boxes.Ensures timely obtaining monthly bank statements and reconciles bank accounts within the stipulated period.Responsible for the release of payment to contractors & other payments as stipulated in the contract/agreement(s) & in line with NRC policies and procedures.Ensures control for the prevention of waste, fraud, and mismanagement before processing the payments.Assists other non-finance staff in the use of financial tools in line with NRC policies.Ensures a BVA review meeting takes place in the field office after each period closure and encourages CC leads to propose correction on any overspent lines or mismatches.Ensures the treasury situation of the field office is in check to always avoid any treasure deficit problems at the field office level.Prepares weekly cash reconciliations for the field office.Prepares Cheques and online bank transfers for timely execution.Supports through guidance; the field office in preparing and updating the spending plans.Prepares draft financial reports for projects under field implementation for review by FM as per the grants reporting deadlines.Reconciles finance and program deliverables (RoD) for all projects in the field office with technical assistant of the finance and compliance coordinators.Participates in the budgeting process for all budgets developed in the area by giving valuable inputs, especially on MB coverage.Make sure all the payments are processed on time.A - Generic professional competencies.
Experience from working as a Finance Officer in a humanitarian/recovery context.Previous experience working in complex and volatile contexts.Documented results related to the position’s responsibilities.Mastery of English with basic knowledge of the other official language.Intermediate level Excel knowledge, together with Microsoft Office suite.Knowledge of donor rules like ECHO, GIFFO, UNICEF, SIDA, USG grants, and NMFA;Knowledge of Pidgin.B - Context/ Specific skills, knowledge, and experience.
