Purpose of the Job:
The Finance Officer is responsible for the day-to-day implementation of financial functions within the organization. This role involves a comprehensive range of duties focused on maintaining financial integrity and compliance with both donor regulations and local laws. The Finance Officer will oversee document verification, manage overall cash flow, and ensure accurate posting of transactions in Agresso/Unit 4.

Generic responsibilities :
Ensure adherence with NRC policies, tools, handbooks, and guidelines.Implement delegated support function portfolio according to plan of action.Prepare and develop status reports as required by management.Ensure proper filing of documents. Promote and share ideas for improvement of the support function.Use initiative in day-to-day problem solving in line with agreed procedures, priorities, and standards for the area of work.Promote and share ideas for technical improvement.Development of holistic and need based programmes, including cash-based interventions and marked based programmes.Specific responsibilities:
Performing accounting procedures as explained in the Financial Handbook, and in compliance with the donor regulations and local regulations for his/her area.Responsible to monitor cash flow for their area according to NRC procedures. Support the Finance Coordinator with the financial verification of the documents (Purchase Requisitions, Purchase Orders, Contracts, Payment Requests, etc.) in their area. Responsible to secure the financial supporting documents in their area according to NRC procedures.To ensure that costs are booked in the correct accounting period, and to allow for up-to-date budget vs. actual monitoringResponsible for Bank and Cash management in line with the procedures introduced in the Financial Handbook.Responsible for cost booking and posting in Agresso/ Unit 4Responsible for reconciliation of balance accounts (BRS)Responsible for monthly accounts closure and financial reporting Ensure control for the prevention of waste, fraud and mismanagement before processing the payments. Be responsible for the roles and responsibilities of the Finance Assistant in their absence as and when necessary. Ensures that all tax compliance issues, as well as banking services kept in line with NRC and Afghanistan government policies before the payment is processed.Assist with Finance coordinator to ensure that the accounting, monitoring, and reporting are according to procedures.Performs other duties as assigned by Finance Coordinator or, in his/her absence.Generic professional competencies:
An excellent understanding of the financial system is required.At least 3-5 years’ previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or international and NGOs.Technical or university degree in Business Administration with focus in finance/ Accounting, Economics or equivalent required. Excellent knowledge in Microsoft Office, especially Excel.Fluency in written and spoken English.Proficiency in local languages Dari and Pashto.Familiarity with accounting software, financial management systems, and reporting toolscommonly used in the humanitarian or development context with Experience with Agresso/Unit 4 software is desirable.Willingness to travel to field locations or remote project sites, if required.Specific skills, knowledge, and experience:
