1) Context

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the Southwest region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people's basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region.

2)General objective

Under the direct supervision of the Support Service team leader, the Finance Assistant is responsible for preparing payments (cash, bank cheque and bank transfer) for suppliers, as well as professional advances for DRC employees. He/she manages the cash register during opening hours. He/she records daily cash and bank movements in Dynamics and attaches accounting vouchers. He/she contributes to the production of financial reports and ensures the archiving of accounting documents and participates actively in the preparation of financial audits.

3)Tasks and responsibilities

The detailed responsibilities of the Finance Assistant are as follows:

A/PAYMENT MANAGEMENT

- Receive and verify payment requests; ensure files comply with DRC procedures.

- Prepare e-banking operations for validation by authorized persons.

- Prepare transfer orders and have them signed.

- Prepare bank cheques and have them signed.

- Deposit signed transfer orders at the bank against discharge.

- Contact suppliers for payment remittance

- Obtain cheque release forms from suppliers.

B/CASH MANAGEMENT

- Check payment requests transmitted by the logistics department for all supplier cash payments (check with budget manager for validation).

- Anticipate cash payments from suppliers during cash desk opening hours.

- Prepare DRC employees' business advances for payment during cashiering hours.

- Solder business advances using DRC formats (business advance request, business advance closing);

- Complete business advance tracking table;

- Prepare cash replenishment requests to ensure that the balance is always sufficient to cover expenses (request validated by Support Service team leader).

- Reconcile cash inventory and balance in Dynamics daily.

- Communicate any cash discrepancies to the Support Service team leader.

- Communicate any suspicious expenditure and/or expenditure that does not comply with DRC's accounting and financial procedures to the Support Service Team Leader and/or Area Manager.

- Produce a weekly (weekend) cash reconciliation signed by the Support Service Team Leader.

C/ACCOUNTING ENTRY IN DYNAMICS

- Comply with weekly and monthly accounting journal closing deadlines communicated by the Support Service Team Leader

- Enter cash and bank movements (debits and credits) into Dynamics on a daily basis.

- Scan all financial documents supporting cash and bank movements.

- Upload accounting vouchers to Dynamics on a daily basis.

- Perform weekly closing of accounts under the supervision of the Support Service Team Leader and the zone manager.

- Enter expenses to be allocated on the basis of the Excel file provided by the Support Service Team Leader

D/ACCOUNTING DOCUMENTS ARCHIVING (Cash & Bank)

- Archive all accounting documents using the Dynamics Voucher number.

- Ensure that archiving is carried out on a daily basis and that it meets DRC requirements.

E/PREPARATION OF FINANCIAL AUDITS

- Prepare all accounting documents requested by the auditors.

- Make an initial check of these accounting documents and communicate any problems to the Support Service Team Leader.

4)Required Qualifications

Experience and technical competencies: Minimum 1 year work experience with an international NGO or UN Agency Proficient use of MS Office, with advanced Excel proficiency, such as using pivot tables, developing macros, etc. Excellent command of the English language (written and spoken). Understands and speaks basic French

6)General Regulations

The employee must follow the DRC's instructions for security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework. The employee must not exercise any other remunerated activity during the term of his contract with the DRC without receiving prior authorization to do so The employee must not engage in any activity that could interfere with the DRC or the implementation of any project during the term of the contract with the DRC. Employee must not give media interviews or post photos, or other material related to the project without prior permission. The employee must return all equipment borrowed for the project to DRC after the end of the contract period or upon request.
