Context

The Department of Media and Communications (DMC) serves as the strategic hub for external and  internal communications activities within the International Organization for Migration (IOM).

The mandate of the Department is to manage and enhance the organization's global visibility, communication and outreach. DMC offers invaluable support to IOM Headquarters, as well as regional and country offices globally, ensuring a cohesive and impactful approach to communication while positioning IOM as a global leader, contributing to understanding and support for the organization's work. Moreover, DMC plays a pivotal role in shaping the narrative surrounding migration-related issues  and ensuring that IOM's mission, goals and activities are effectively communicated to diverse audiences worldwide.

Under the overall supervision of the Spokesperson/Head of Media and Communications Division (DMC) and the direct supervision of the Admin / Programme Officer. The Finance Assistant will support all IOM’s Financial and administrative needs at the DMC at HQ

Assist in managing the financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.Assist in preparing annual budget submission and revisions including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget.Extract and input data from various sources in financial or accounting systems.Assist providing guidance in accounting, budget and financial related issues.Assist in the preparation of the payroll by executing validity checks on monthly payroll results.Review all types of payments starting from purchases to payment requests verifying that they are duly authorized and all the supporting documents are attached therewith.Coordinate the creation of new Vendor Accounts in Oracle.Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered.Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required.Provide assistance to all staff services such as travel, expense claims, document retrieval, and other adminstrative duties.Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standard.Responsible for the Petty Cash of the office.Perform other related duties as required.

Education

Master’s degree in Law or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Professional legal experience, including legal research, analysis and writing, of which three years includes experience working in a law firm, the legal department of an intergovernmental organization or the legal office of a Government or private company; and,Experience in contract review in an international governmental organization.

Skills

Excellent writing skills; Proven research skills; and,Knowledge of public international law, in particular, law of international organizations.

Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments
