JOB TITLE: Field Security Officer
TYPE OF CONTRACT: International Consultancy
UNIT/DIVISION: Security
DUTY STATION (City, Country): Gaza - Palestine CO
DURATION: 6 months
The Security Officer will provide effective support to the WFP security team within the context of humanitarian operations in the WFP response in Gaza, ensuring the effective delivery of programs and maintaining the security and safety of WFP personnel, activities, and facilities. The Security Officer will report directly to the Gaza Deputy Director and technically to the Head of WFP Security in Palestine. The role will be based in Deir al-Balah, Gaza, with assignments to other field offices within the WFP Gaza operation.
1. Provide technical advice and support e.g. security assessments and plans to COs to strengthen the capacity within security management and crisis readiness and preparedness.
2. Contribute to the development of systems and tools for the monitoring and assessment of security situation needs in line with innovative methodologies and best practices.
3. Contribute in conducting context analysis in conflict affected areas of operations, determining the key characteristics and locations of the parties involved in the conflict.
4. Assist with communications and negotiations to garner security guarantees or “acceptance” for WFP to operate in all areas.
5. Stay up to date with and advise on local security developments to identify emerging trends and provide early warnings of potential threats that may affect the security of WFP staff, premises, and assets, as well as impact program delivery.
6. Assist in mainstreaming security considerations into program and emergency preparedness plans as needed.
7. Provide support in security planning, emergency/crisis preparedness, emergency response, and emergency communications processes, in line with the country-specific situation and security requirements.
8. Monitor the compliance of WFP offices with security recommendations and periodically assess security procedures, protocols, and guidelines, including Security Risk Management Measures (SRM-M) and WFP Global Security standards.
9. Where supervisory responsibilities apply, manage security staff, providing coaching and guidance to ensure appropriate development and enable high performance.
10. Participate at local and inter-agency meetings e.g. Security Co-ordination Cells to present relevant security issues and contribute to technical discussions, exchange of knowledge and experience.
11. Support in organizing and delivering training sessions to build the security capabilities of WFP and external partners.
12. Prepare accurate and timely reports, e.g. mandatory Field Security reports that enable informed decision making and consistency of information presented to stakeholders.
13. Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.
14. Follow emergency security preparedness practices to meet emergency food assistance needs.
15. Other as required.
Education: Bachelor’s degree in security management, Law Enforcement, Criminology, International Relations, or a related field.
Experience: More than 5 years within UNITED Nations Security Management System
Knowledge & Skills: Proper certification such as SCP - Security Certification Programme, FSA training,
Languages: Fluency (Level C) written and spoken in English is essential. Working knowledge of Arabic is highly desirable
