Under the overall guidance and supervision of the Principal Security Adviser, the Field Security Liaison Officer for Civil-Military Coordination will be responsible for facilitating the establishment and maintenance of communication with the different military forces present in the Area of Responsibility (AOR) to resolve operational issues, as well as for supporting the existing in-country Access and Civil-Military Coordination mechanisms. More specifically, the position will engage in areas of dialogue with respect to humanitarian civil-military relations and establish the necessary links with senior military officers, international military forces, and non-state and armed actors (NSAAs) to facilitate the coordination of goods and personnel into and out of Gaza. This duty station has been designated by the International Civil Service Commission as \"B\" hardship and a family duty station. ResponsibilitiesWithin delegated authority, the Field Security Liaison Officer for Civil Military Coordination may be responsible for the following duties: • Facilitates the establishment and maintenance of communication and network with senior Israeli Defense Forces (IDF) officers from Coordination of Government Activities in the Territories (COGAT), Civil Liaison Authority (CLA) in Gaza and Israel Civil Authority (ICA) in the West Bank for security coordination. • Supports existing in-country Access and Civil-Military Coordination mechanisms by advising on security policy and procedures and inclusive risk management-based solutions. Participates in meetings, working groups and consultations with other UN agencies and humanitarian partners to coordinate and enable the delivery of humanitarian operations in a context of heavy military operations and political dynamics. • Ensures forecasting of the evolving security environment and, the UN’s security and operational responses. Using analytical techniques and collaborative team research, supports planning and ensures awareness of the current trends to enhance or adjust security programmes. • Manage the UNDSS coordination platforms with COGAT for the movement of equipment into Gaza • Ensures the development of inclusive risk management strategies and drives planning using situational awareness, critical thinking, and logic to detect and interpret early signals, emerging trends and analysis of multi-dimensional threats that may impact security. Identifies the strengths and weaknesses of different solutions, conclusions, or approaches to problems. • Ensures the preparation, review and implementation of security planning, security risk management documents and risk management-based security solutions through innovation and creativity. Provides written analysis of security trends and reporting of incidents. Participates in meetings, committees, and task forces, prepares papers on security issues, delivers briefings provides responses, as needed. • Advises on, the inclusion of security in all stages of United Nations activities and programmes. Provides advice and support to line managers responsible for security. Enables the delivery of mandates and programmes through direct operational assistance. • Oversees security-related projects, prioritizing work to meet deadlines and following defined processes, policies, procedures and guidance, fostering alignment with colleagues and across organizations. • Monitors and contributes to activities that relate to the implementation and evaluation of preparedness and compliance; drives results that help support operational efficiency and effectiveness. • Enhances communication and trust through active collaboration, consultation and exchanges with UN system organizations and other stakeholders, including a range of SLT partners and other INGOs, for information sharing, coordination of responses, provision of security briefings, taking into account operational activities and risks. • Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives. • Strengthens awareness and capacity of personnel by supporting the development, updates and delivery of contextually relevant security training and advice. • Ensures implementation and maintenance of a functioning Security Communication System. • Identifies bottlenecks and gaps and develops proposals to improve response systems and mechanisms related to Civil-Military Coordination, to include technical assistance in the design of specific coordination and other systems/mechanisms • Performs other functions as directed. EducationAdvanced university degree (Master’s degree or equivalent) in business or public administration, political/social science, psychology, law, international relations, security management or a related field is required. A relevant first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period. Work ExperienceA minimum of seven years of progressively responsible experience in humanitarian or civil affairs, Civilian-Military Coordination, international relations, conflict resolution, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required. Field experience working within the UN Common System, comparable international organization, international nongovernmental organization, or government/military organization is required. Experience in civil-military coordination is desirable. Civil-military liaison experience in support of humanitarian operations occurring in a conflict or post-conflict environment is desirable. Experience in using applied analytics or information management to advance decisions, strategies and execution is desirable.
