Terms of ReferenceThe ideal candidate for the Field Associate (CCCM) is a motivated and field-oriented humanitarian practitioner with hands-on experience in community engagement, site management, and field-level implementation of CCCM, Shelter, and NFI activities. The incumbent must possess strong interpersonal, organizational, and problem-solving skills, with the ability to work effectively in challenging, access-constrained, and politically sensitive environments. A strong commitment to humanitarian principles and the protection of displaced populations is essential.

1. Field Support & Implementation
• Support daily CCCM, Shelter, and NFI activities in camps and host communities.
• Engage with CMAs to ensure inclusive site management by involving camp committees and local leaders .
• Monitor site conditions and service delivery to identify gaps.
2. Protection & Assistance
• Identify risks and urgent needs, ensuring AGD-sensitive responses.
• Facilitate distributions and small-scale projects to improve living conditions.
• Promote safe, dignified, and participatory community engagement.
3. Stakeholder Engagement
• Liaise with partners, NGOs, and community structures to support activities.
• Strengthen site governance and accountability mechanisms (AAP).
• Document field observations to inform advocacy and planning.
4. Coordination & Information Management
• Assist in site-level coordination meetings and follow-up actions.
• Collect, verify, and compile field data (3Ws, 5Ws, camp profiles, cluster analysis report, service monitoring).
• Support timely reporting and analysis for cluster and UNHCR planning.
5. Security & Safety
• Adhere to UNHCR/UNDSS security protocols during missions.
• Report incidents and access constraints immediately.
• Promote a respectful and safe working environment for staff and communities.

Following are the main duties and responsibilities of Field Associate (CCCM);
• Assist and provide CCCM Cluster Coordination support by organising meetings, ensuring that the meetings and other events calendar of the Shelter Cluster is updated on regular basis.
• Ensure the availability of data to allow developing and designing various cluster related documents and tools.
• Ensure proper archiving of all CCCM strategic data and documents and act as the focal point to make the CCCM strategic document updated and accessible to the cluster members.
• Establish strong working relationships with all cluster members in order to facilitate effective collaboration and communication.
• Support conducting CCCM Cluster coordinated needs assessments indicatives, including participatory assessments and regular gap analysis.
• Ensure the timely access of the CCCM members to the CCCM analyses and work with the members to great a comprehensive assessment directory.
• Involve the cluster members to conduct an exhaustive mapping exercise for all on-going relevant needs assessments and gap analysis.
• Assist in delivering CCCM and/or CM training activities for CCCM Cluster members, other local partners, and relevant authorities.
• Ensure that the logistical requirements of the capacity development initiatives are in place in terms of organising venues, developing the lists of participants and that the other relevant logistical and administrative requirements are met.
• Provide timely feedback on the progress reports for the CCCM related Humanitarian Polled Fund (HPF) projects and other activities.
• Ensure that all reporting requirement of the CCCM are delivered on timely basis.
• Support Cluster Chair Coordinator in developing and/or improving information management within the cluster, including the development of standardized databases which can be used to capture relevant information for monitoring and planning purposes.
• Contribute to preparation of reports and advocacy statements on behalf of the CCCM Cluster.

Field Associate

Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
