The Facilities Management Assistant reports to the Chief of Facilities and Environmental Management Unit to supports the operations and maintenance of mission facilities related to, but not limited to Ground Maintenance, Accommodation, and Sanitation, etc. ResponsibilitiesWithin the delegated authority from the Chief of Facilities and Environmental Management Unit, the Facilities Management Assistant shall be responsible for the following duties: 1. Implementation/Operations • Assist in scheduling and supervision for construction, repair, maintenance and installation of conventional building, temporary building, infrastructure and sites and premises including grounds in the mission area. • Assist in carrying out technical assessments of existing buildings and infrastructure. • Lead and supervise ad hoc tradesmen, local junior staff assigned to the team by determining workloads and schedules. • Review and recommend for approval work orders and assign day to day repair maintenance task to tradesmen being supervised. • Perform diagnostics and preventive maintenance, resolve basic engineering problems and inspect quality of work and work performance. • Issue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress. • Inspect and report on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision and ensure proper utilization of available resources. • Assess the existing infrastructure and analyze consumption for water and energy to ensure compatibility and recommend adjustments/modifications for power grid and water supply system that are required prior to the implementation of the provided solutions using FRIM Data. • Assist in carrying out all real estate, MOUs, and camp management contracts, ensuring compliance with Not to Exceed (NTE). • Prepares sales orders in UMOJA for camp management recoveries. • Reviews requisitions for goods and services, ensuring correct objects of expenditure and fund availability • Review data requirements and design documents to ensure camp management data needs are accurately provided. • Assist in analyzing FRIM data using statistical techniques for water, electricity and fuel consumption for decision making. • Assist and review accommodation inventory records in electronic inventory management system for property control and accountability in conformance with administrative instructions, guidelines, manuals, and SOPs. 2. Administration • Advise on requirements for ordering construction materials, maintenance project, equipment, spare parts, materials and building supplies. • Assist in the preparation of cost estimates for infrastructure projects and maintenance programmes. • Assist in preparation of bills of quantities and costing for infrastructure projects. Resolve problems; inspect quality of work and work performance. • Assist in technically evaluating bids and proposals for construction projects. • Follow up on correction of defects in material. • Maintain records relating to work orders and general correspondence. • Report on construction project work and maintenance work carried out by tradesmen, and ensure proper utilization of available resources. • Provide inputs periodically for assessment performance levels of assigned local and international staff. • Alert the Chief of Unit/Section of unusual occurrence and/or damage that have taken place or likely to occur. • Assist in monitoring the performance indicators UNISFA Camp Management Service Contractor • Supports in office administration, record management and check-in/check-out process of staff. • Prepares weekly and monthly report on water, electricity, and fuel consumptions. • Supports the promotion of best practices in relation to facility management, ensuring compliance with UN legislations and standards. • Assist in providing cost effective and low maintenance smart/remote monitoring solutions for asset and facility management. • Prepares sales order in UMOJA for camp management recoveries • Coordinates with the Finance and Budget Unit for the processing of LVA payments • Drafts routine correspondence in response to administrative, financial, audit, and personnel inquiries. • Assists in operational reporting, including preparing budget performance and finalization reports • Prepares and reviews supporting narratives and tables for budget submissions and cost estimates. • Assists in consolidating budget proposals and work programs • Monitors the status and costs for each WBSE for reporting purposes. • Assists in the development of contract compliance checklists and implementation plans for facility and asset care management contracts. 3. Perform other duties as assigned by the Chief of Facilities and Environmental Management Unit. Job - Specific QualificationTechnical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is required. Work ExperienceA minimum of six (06) years of experience in facilities management operations and/or engineering is required. Experience in budget preparation, implementation and reporting is required. Experience in data analysis and experience in the use of the Field Remote Infrastructure Management (FRIM) portal to monitor resource consumption data, applying insights to optimize facilities management operations in line with DOS environmental strategy is required. Experience in contract management and evaluation of contractor performance is required. Experience in international and post-conflict environments is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of the other is desirable.
