Terms of ReferencePurpose of the programme review and background
The two-year programme funded by the Generalitat Valenciana contributes to the implementation of this multi-year strategy. Launched in 2024, the programme aims to improve access to sustainable livelihoods for refugees and environmental recovery in Gambella and Assosa, thereby strengthening resilience and contributing to their protection.
Between 2024 and 2025, with a total budget of €889,870, the UNHCR Office in Gambella and Assosa provided livelihood support, focusing on agriculture, livestock farming, other business creation, specialised training programmes and the creation of cooperatives, benefiting 3,136 households of South Sudanese refugees in the selected areas. This project was implemented in six refugee camps, It should also be noted that this project has been implemented in the following camps and host areas: Nguenyyiel, Pinyudo I and II, and Tierkidi camps, as well as the Abol host area in the Gambella region and Tsore, Sherkole, and Bambasi camps in Assosa, Benishangul Gumuz region.
The implementation of the project is coordinated by those responsible for livelihoods and economic inclusion and programme staff in both locations.
Intervention logic
Overall objective: To improve the international protection process for South Sudanese refugee populations living in camps in Gambella and Assosa by improving access to sustainable livelihoods and environmental recovery.
-specific objectives :

• SO.1: \"Contribute to the restoration of degraded natural areas in the Gambella and Assosa camp complex, supporting access to the right to a healthy environment for 79,400 refugees and their host communities, including a total of 39,700 women.\"
• OS.2: \"Promote the right of 3,920 refugees residing in the Gambella and Assosa camp complex and belonging to host communities to access job opportunities and sustainable livelihoods, including 3,136 women.\"

• SO.3: \"Reduce the number of unassisted persons to less than 70% of the 90,000 persons targeted by UNHCR's economic inclusion and sustainable livelihoods initiatives, with a particular focus on women, who constitute the majority of the intended beneficiaries.\"

Expected results
-Result 1. Strengthened protection of natural resources and environmental restoration of degraded natural areas in the Gambella and Assosa camps and adjacent areas, and strengthened sustainable use of these areas for the economic development of communities.
-Result 2. Strengthened access to adequate training and sustainable livelihoods for the self-sufficiency and empowerment of refugee communities residing in the camps in the Gambella and Assosa areas and the host communities near the camps, especially the female population.

Activities
• Activity 1.1: Rehabilitation of degraded grasslands and green belts in the Gambella and Assosa areas.
• Activity 1.2: Launch of environmental awareness campaigns in the Gambella and Assosa areas.
• Activity 2.1: Development of subsistence agriculture.
• Activity 2.2: Support for the start-up of small businesses
• Activity 2.3: Vocational training for young people.
Scope of Work
The consultant will:
• Design and implement a mixed-methods evaluation (qualitative and quantitative)
• Conduct document reviews, key informant interviews, focus group discussions, and field visits
• Apply OECD-DAC and UNHCR evaluation criteria, with strong Age, Gender and Diversity (AGD) integration
• Produce high-quality deliverables, including an inception report, presentations, validation workshops, and a final evaluation report

Required Qualifications
• Advanced university degree in Economics, Social Sciences, Agriculture, or related fields
• Minimum 5 years’ experience in external evaluations of livelihoods or socio-economic programmes in humanitarian or development contexts
• Strong knowledge of UNHCR operations and refugee livelihoods programming
• Proven experience leading evaluations and applying mixed-method methodologies
• Excellent analytical, writing, and presentation skills
• Fluency and good working knowledge of English (Ethiopia experience is an asset)
