Work LocationHome based Expected duration15/01/26 - 31/03/26 Duties and ResponsibilitiesWithin delegated authority, the Consultant will support the work of OHCHR to strengthen civic space in Mozambique by providing expert legal analysis of the alignment of relevant national legislation with international human rights standards, and by developing practical recommendations for legal reform. In particular, the Consultant will be responsible for the following duties: - Conduct an expert review of key existing and draft legislation affecting freedoms of association, peaceful assembly, expression and opinion, and the protection of human rights defenders, journalists and civil society actors, assessing their compatibility with international human rights standards. - Coordinate with the Consultant responsible for stakeholder engagement to integrate consultation findings and workshop outcomes into the development of concrete and actionable recommendations for legislative reform. - Prepare a draft analytical report summarizing findings of the legal review and presenting draft recommendations. - Participate in a multi-stakeholder workshop to present findings and recommendations, respond to stakeholder queries, and facilitate informed discussion on legal reform priorities. - Incorporate feedback from OHCHR and workshop outcomes into a final analytical report and recommendations for legal reform. Qualifications/special skillsAdvanced degree in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five years of relevant work experience is required, including experience in international human rights law, legislative analysis, civic space or civil society engagement. Expertise in international human rights law and standards, particularly on freedoms of association, peaceful assembly, expression, and protection of human rights defenders and journalists. Experience in legislative analysis and formulation of policy recommendations. Workshop facilitation skills . Knowledge of civic space issues and relevant stakeholders in Mozambique LanguagesFluency in English and Portuguese (oral and written) is required. Additional InformationNot available.
