The Expert in institutional reforms (Deputy Team Leader) will support/back-up the Team Leader and will have overall responsibility for the implementation of the project activities related to the EU acquis alignment and implementation and to Public Administration Reform (including coordination of the work of other key experts/non-key experts).
He/she will provide substantial technical input to the Negotiations Working Groups (NWGs) established by the Moldovan Government in view of undergoing the EU Accession process and will coordinate input of other non-key experts support to the NWGs and to Specific Objective 1. He/she contribute to the work related to increasing the public administration’s capacity in order to demonstrate the ability to take on the obligations of EU membership.
The Expert in institutional reforms will work with the Communication Manager on designing and implementing the internship programmes.
Qualifications and skills
Master’s or equivalent university degree in law, political sciences or other field relevant to the assignment or, in its absence, seven (7) years of professional experience on top of the years of experience required under general professional experience Proficiency in oral and written English (level 1 on a scale of 1 to 5 of language competence, where 1 is proficient and 5 is basic) Proficiency in Romanian will be considered as asset
General professional experience
At least two (2) assignments of at least two (2) years in policy planning and co-ordination at government and/or EU level At least 660 working days of proven professional experience as expert in an EU funded project, implemented in an IPA or ENPI/ENI/NDICI country
Specific professional experience
At least 1100 working days of proven professional experience, within the last fifteen years (15) of professional experience, related to Public Administration Reform and/or legal approximation with EU acquis within an EU Member State, IPA or ENPI/ENI/NDICI country
The project will be implemented mainly in Chisinau (Republic of Moldova).
This position is allocated to a part-time position.
