Under the overall supervision of the Chief of Mission and the direct supervision of the SNFI Project Officer, the National Project Officer (NFI and CP), will ensure timely provision of NFIs to Internally Displaced Persons (IDPs), returnees, and communities in need. The incumbent will offer technical guidance, support, and training to IOM's NFI team and partners, support common pipeline program implementation, and strengthen coordination with the Shelter/NFI, WASH and Logistic Clusters and other humanitarian actors.
- Support IOM NFI and Common Pipeline program implementation in Ukraine, based in Kyiv with roving support across regions.
- Support the development and/or updating of standard operation procedure (SOP) for NFI distribution and Common Pipeline, need assessment and verification tools, reporting templates, risk register and other relevant tools for the NFI and Common Pipeline projects.
- Coordinate the IOM NFI response in the field, including targeting, assessment, registration, verification, distribution, and follow-up, in coordination with relevant units and stakeholders.
- Conduct NFI needs assessments and technical specifications in coordination with IOM units, partners, and stakeholders, and prepare assessment reports with analysis and recommendations.
- Prepare distribution reports, participate in post-distribution monitoring (PDM) exercises, and prepare relevant reports.
- Verify that all pipeline requests, assessment reports, distribution reports, waybills and packing lists, PRFs, POs and any other relevant documents are complete, legible and meticulously organized on the SNFI SharePoint.
- Support the entire cycle of IOM Ukraine common pipeline activities, including coordination with Clusters and partners.
- Monitor stock levels against the procurement and prepositioning plan, manage common pipeline requests, and coordinate the release of supplies from IOM warehouses.
- Provide capacity building support to staff and partners on NFI program in alignment with IOM distribution guidelines.
- Support the development of NFI and Common Pipeline proposals and donor reports. Produce monthly updates on the NFI and Common Pipeline projects and provide inputs for the regular program updates.
- Represent IOM NFI in national and subnational Shelter/NFI Cluster and other Clusters coordination mechanisms, maintaining activities and response updates, supporting logistics, and identifying gaps in NFI preparedness and response.

- Bachelor’s degree in Social Sciences, International Relations, Foreign Politics, Diplomacy, Conflict Management, Human Rights, Law or another relevant field from an accredited academic institution, with at least two years of professional experience; or,
- Master’s degree in above-mentioned fields from an accredited academic institution Experience
- Experience working in post-conflict/emergency zones and in high-risk environment;
- Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, non-governmental organizations, and local communities;
- Experience in Shelter, NFI, CCCM and/or WASH humanitarian response operations or any related field experience;
- Experience in Shelter/NFI Common Pipeline programming and/or WASH, CCCM in emergency humanitarian response;
- Experience in emergency, project implementation and management including project monitoring, distribution, field assessment, monitoring and reporting.
- Proficiency in developing NFI project-related documents and procedures, including Standard Operating Procedures, Memoranda of Understanding, Handover Agreements, TORs and distribution and reporting tools and mechanisms, is considered an advantage.
- A background in project budgeting and proposals development is highly desirable.
- Proven experience in organizing and facilitating capacity-building activities related to non-food item distribution.
- Knowledge of the non-governmental sector in Ukraine or prior experience with an NGO is desirable.
