Under the overall supervision of the Director for the Special Liaison Office (SLO) to the African Union (AU) and the United Nations Economic Commission for Africa (UNECA), the direct supervision and general guidance of the Senior Liaison Officer to the AU/Head of Unit and in coordination to other Units working with the AU, the incumbent will be responsible for implementing regional Programs and keeping track of migration-related policy developments at regional level. More specifically, the successful candidate will perform the following duties and responsibilities:
Responsibilities and Accountabilities
- In close coordination with other Units in the SLO, support the grow of IOM’s portfolio with relevant Departments of the African Union Commission (AUC) with a view to collaborating so that migration issues are appropriately reflected in relevant policies and programmes of the AU and the AU/IOM Joint Implementation Programmes.
- Support the Continental UN Network on Migration (CUNNM) for Africa by providing coordination and secretariat support in line with the established terms of reference and workplan as well as support the preparations for the Global Compact on Migration (GCM) continental reviews and the International Migration Review Forum (IMRF).
- Contribute to the development and preparation of regular policy and guidance notes by initiating drafting inputs to various consultations, reports and briefing notes on migration and related issues. Support timely and effective communication internally with IOM Offices on the continent and relevant departments in Headquarters.
- Support the coordination and implementation of programmatic initiatives targeting youth and children in coordination with relevant departments at the AU.
- Contribute to resource mobilization efforts by supporting the development of new projects including drafting sections of proposals, liaising with donors and contributing to the production of communication and visibility tools and materials in coordination with the communications team.
- Support the management of all AU Unit programming, financial and administrative matters related to migration governance in the Special Liaison Office, in line with established IOM rules and regulations as well as the Standard Operating Procedures (SOPs).
- As needed, participate in various meetings within and outside the country with partners at technical level and produce meeting reports.
- Perform such other duties as maybe assigned. Education
- Master’s degree in Social sciences, Development Studies, Political Science, Law, International Relations, Economics, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience
- Experience working with AU Institutions and Regional Economic Communities in the field of migration governance;
- Proven record of liaising and establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions, private sector and civil society actors;
- Experience in organizing consultations, workshops and seminars with high level government authorities, UN representatives and other high level stakeholders;
- Experience in project development, implementation, and reporting, including financial and budgetary aspects;
- Familiarity with inter-agency programme regulations of the UN and other donors. Skills
- Excellent communication, writing and organizational skills; ability to prepare clear and concise reports;
- Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
- Strong analytical and planning skills; capacity to establish working relationships with governmental authorities, national/international institutions and Non-Governmental Organizations;
- Ability to work with accuracy under constraints and pressure;
- Personal commitment, efficiency, flexibility, drive for results, creative thinking; problem-solving skills, project design, management and implementation, project reporting
- Good level of computer literacy, including database applications.
