Context

The United Nations (UN) system is committed to supporting the implementation, follow-up and review of the Global Compact for Safe, Orderly and Regular Migration (GCM). To this end, the UN established a Network on Migration (Network) to ensure effective, timely and coordinated system-wide support to Member States.  In carrying out its mandate, the Network prioritizes the rights and wellbeing of migrants and communities of destination, origin, and transit, placing emphasis on issues where a common UN system approach adds value and from which results and impact can be readily gauged. The Network respects the principles of the GCM and is guided, inter alia, by the UN Charter, international law, and the Agenda 2030 for Sustainable Development.  

The GCM calls for the establishment of a Capacity Building Mechanism (CBM) to support Member States to action their migration commitments. The CBM is a system through which Member States, the United Nations and other relevant stakeholders, including the private sector and philanthropic foundations, contribute technical, financial and human resources on a voluntary basis to strengthen capacities and foster multi-partner cooperation.  Per the Compact, the CBM is made up of three interconnected parts:

A Connection Hub: the Demand-driven facility (DDF) provides short term system-wide capacity building and technical assistance to advance GCM implementation; A Start-up Fund: the Migration Multi-Partner Trust Fund (MPTF) is a UN inter-agency pooled financing mechanism for migration-related programming; and, A Knowledge Platform: the Migration Network Hub is a space to share lessons learnt from GCM implementation, including through a repository of peer-reviewed Practices.

Established by the Director General of IOM in the capacity as Coordinator of the Network, the Network Secretariat is responsible for servicing the work of the Network. The Secretariat is housed in IOM’s Office for Partnerships Advocacy and Communications (OPAC), under the supervision of the Senior Director. 

Within the Network Secretariat, the CBM Division is responsible for managing or coordinating the work of all three components of the CBM. The CBM Division provides strategic, operational and administrative support to the Migration MPTF Steering Committee and is responsible for the coordination and day-to-day management of the Fund. The Division coordinates, monitors and reports on the technical assistance and capacity building provided by the Demand-driven Facility and ensures that good practices are peer-reviewed and publicly shared through the Network Hub. 

Under the overall supervision of the Head of the UN Migration Network Secretariat and direct supervision of the Senior Trust Fund Manager, the Programme Officer is responsible for the following:

Programme cycle management 

Coordinate, guide and advise UN partners on the conceptualization, development, and implementation of UN country and regional joint programmes.Coordinate the review of Joint Programme Document and Concept Notes submitted to the Migration MPTF and prepare the assessment sheets to guide Steering Committee decisions.Ensure funded joint programme alignment to GCM guiding principles, notably human-rights, gender responsiveness, child-sensitivity, whole-of-government, whole-of-society and people-centered approaches.

Monitoring, reporting and capturing results 

Coordinate the monitoring and implementation of the Joint Programmes funded by the Migration MPTF. Suggest revisions of the Migration MPTF and DDF results frameworks and risk management strategy, as needed.Prepare regular updates capturing main results achieved by the CBM and provide inputs of results, good practices and lessons learned in relevant papers, reports and talking points.Lead on the timely preparation of the Migration MPTF Annual Report.

Internal Knowledge management

Enhance effective internal knowledge management for all three components of the CBM, including project tracking, data capture and analysis, monitoring and evaluation, and information sharing. Ensure that good practices emerging from Migration MPTF-funded programmes are submitted to the repository of good practices.

Fund operations

Support the Senior Trust Fund Manager and his/her deputy in preparing Steering Committee meetings, through drafting background documents, organizing meetings of the Technical Group and providing support to Technical Group members on a bilateral basis.Review, and revise when necessary, the Fund’s operational processes and mechanisms, as outlined in the Operations Manual and annexes (include templates, guidance notes, etc.). Maintain strong contacts with the Multi-Partner Trust Fund Office on administrative issues related to different aspects of the Fund operations.Perform such other duties as may be assigned.

Education

Master’s degree in International Studies or related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Experience

Experience in working in a multilateral system, preferably UN context, with deep familiarity of the UN system, its secretariat, agencies, funds, programmes and organizations; working also closely with international agencies, NGOs and other stakeholders, and governments; Experience working in project management; Experience in monitoring and evaluation;Experience in inter-agency work in general and pooled funding / joint programming in particular;Experience in report writing for external audiences; and,Experience in the field of international development and migration governance.

Skills

Proven analytical and organizational skills, including the ability to prioritize and manage simultaneous critical tasks;Proven skills in Project Cycle Management (PCM) and Results Based Management (RBM);Good written and oral communication skills, good analytical skills;Capacity to work independently under pressure with tight deadlines; and,Proven ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.

Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.
