Work LocationHome-Based Expected duration3 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is the United Nations system’s lead entity for addressing environmental issues at the global and regional level. UNEP’s Law Division works with countries around the world to develop, implement and promote legal and institutional frameworks for environmental management and sustainable development. Its strategic direction in this respect comes from the Fifth Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V) adopted by the United Nations Environment Assembly under resolution 4/20 in March 2019, as an intergovernmental programme designed to promote the development and implementation of environmental rule of law, strengthen the related capacity in countries, and contribute to the environmental dimension of the 2030 Agenda. Montevideo Programme V aims to support enhanced capacity-building for increased effectiveness of environmental law for all stakeholders at all levels. It does this in part through strategic activities including the provision of practical guidance, tools, innovative approaches and resources, including effective law models and approaches, as well as best practices and model indicators to countries; development and promotion of information and data exchange among legal stakeholders involved in the development and implementation of environmental law; encourage and facilitate education on environmental law, with a view to empowering people and communities and strengthening institutional capacity of countries to address environmental issues; promote training in the field of environmental law, especially for legal professionals such as judges and prosecutors and other enforcement officials. UNEP’s Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The Latin American and Caribbean Parliament (PARLATINO) is a regional, permanent, and autonomous organization composed of the national parliaments of Latin America and the Caribbean. It serves as a forum for political dialogue, legislative cooperation, and democratic strengthening across the region. PARLATINO promotes integration, human rights, and sustainable development through coordinated legislative initiatives and partnerships. Within the framework of ongoing collaboration between PARLATINO and UNEP, UNEP will support the PARLATINO Presidency in developing a proposed Parliamentary Charter for Climate Action to be discussed and endorsed by PARLATINO members in April 2026. This activity will be carried out in the context of the work of the Alliance for Climate Action and Just Transition (APACTJ), promoted globally by PARLATINO as a platform to advance sustainable, inclusive, and resilient legislative frameworks in response to climate change. The PARLATINO Presidency has requested UNEP to provide international technical expertise for the development of a Parliamentary Charter for Climate Action and Sustainability. Under the supervision of a Legal Officer of the Montevideo and Delivery Unit (MDCU) of the Law Division, the consultant will: (i) Preparation of a base document Produce an initial draft (“base document”) that compiles and integrates all relevant references, that will serve as the foundation for consultations and will articulate the rationale, objectives, and expected outcomes of the project. (ii) Facilitation of consultations Facilitate consultation rounds, either in person, virtual or through written exchanges, with parliamentary delegations, technical secretariats, and institutional partners. Provide brief summaries of consultation outcomes, including key comments, areas of consensus, and proposed revisions. (iii) Integration of feedback and preparation of final outputs Incorporate all received inputs and produce a revised and consolidated version of the document (“final draft”) Prepare a concise explanatory note / presentation document summarizing the rationale, consultation process, and main elements of the final draft, suitable for presentation to stakeholders and decision-makers. Submit both the final draft and the explanatory document in editable and publication-ready formats. Qualifications/special skillsAn advanced university degree (master’s or equivalent) in Environmental Law is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree. - A minimum of two (2) years of professional experience in areas related to environmental law is required. - Work experience on environmental rights, right to participation, public information and access to justice is desirable. - Work experience supporting parliamentarians on environmental matters is desirable.
