Work LocationRemotely Expected duration6 Months Duties and ResponsibilitiesBackground The Resident Coordinator’s Office, RCO, represents and coordinates the UN development system at country level. In the Kingdom of Saudi Arabia, the RCO engages with Government, partners, and the public on the 2030 Agenda, Vision 2030 priorities, and the UN’s collective results. Effective public positioning requires high quality speeches, talking points, and engagement products tailored to diverse audiences and platforms. Objective of the assignment Assist the RCO and the UN Country Team communications colleagues to plan and deliver compelling public engagements. Draft speeches and talking points for the Resident Coordinator and RCO leads, prepare engagement packages for events and media, and help position the UN RCO effectively with Government, partners, and the public in KSA. Scope of work and key tasks Under the supervision of the Head of the RCO, and in close coordination with the Communications Group and agency focal points, the contractor will: 1. Strategy and planning • Develop a simple public engagement plan with priorities, audiences, channels, and a speaking calendar for the Resident Coordinator and RCO principals. • Prepare a narrative framework and message house aligned with the Cooperation Framework and Vision 2030 priorities. • Map priority stakeholders, platforms, and flagships in KSA and propose positioning opportunities across the year. 2. Speechwriting and message development • Draft keynote speeches, remarks, panel interventions, and fireside chat scripts. • Prepare talking points, Q&A lines, quotes, and op ed drafts. • Tailor messages for Government, private sector, civil society, academia, and youth audiences. • Ensure clarity, accuracy, and a consistent voice across all materials. 3. Event preparation and briefing kits • For each priority event, prepare a briefing kit with event goals, audience snapshot, organizers, partner sensitivities, recommended messages, pull quotes, social copy, and a run of show. • Produce slide decks and visual prompts when needed, working with designers where applicable. • Coordinate with protocol and organizers on time limits, stage format, and audiovisual requirements. 4. Media and digital support • Draft op eds and shaped articles for identified outlets. • Prepare media lines and background notes for interviews. • Draft social media copy for the Communications Group to adapt and publish, including English and Arabic versions. 5. Measurement and learning • Define simple quality and reach indicators for speeches and engagements. • Produce short post event notes with outcomes, coverage, and lessons to improve the next engagement cycle. 6. Quality, accessibility, and compliance • Apply UN editorial style and branding. • Ensure accessibility, plain language, and inclusive framing. • Coordinate translation and back translation for Arabic and English, and verify names, titles, and terminology. 7. Coordination and workflow • Maintain a speaking calendar, deliverable tracker, and version control. • Manage comment matrices and approvals. • Prepare weekly status notes for the Head of RCO and Communications Group. 8. Contingency support • Provide rapid updates to talking points when contexts shift. • Prepare short holding lines for potential risk or issue areas identified by the RCO. Qualifications/special skillsA Bachelors or Higher degree in communication, marketing, social sciences, economics, public health, international relations, law or related area is required. For this position, fluency in English is required and fluency in Arabic is desirable.
