Context

The International Organization for Migration (IOM), as the leading intergovernmental migration agency, has been at the forefront of operational, research, policy and advocacy efforts, seeking to bring environmental migration to the heart of international, regional and national agenda and plans of actions, in collaboration with its Member States, observers and partners.

In recent years, Rwanda is experiencing more frequent and severe climate-induced disasters due to climate change. These disasters include both sudden onset events, such as floods and landslides, and slow onset events, such as land degradation and soil erosion. Both types of events have the potential to cause significant displacement and migration of people, disrupting communities and livelihoods.

In response to these challenges, IOM supports the government of Rwanda in building resilience of affected communities to the impacts of climate change and enhancing the country’s capacity to manage and mitigate the effects of both sudden and slow onset climate events.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Programmes (HoP) in Rwanda, the Emergency Preparedness and Climate Change Adaptation Officer will be responsible and accountable for managing the projects related to climate resilience, emergency preparedness and response.

1. Manage the implementation of climate resilience, emergency preparedness and response projects within IOM Rwanda, including the oversight of the financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

2. Provide operational management, guidance, and technical supervision to the project staff, assisting on programmatic strategy and implementation. Oversee the project progress specifically aimed at increasing effectiveness and recommending appropriate action.

3. Develop and implement robust monitoring and evaluation frameworks for programme activities. Apply humanitarian, environmental indicators and climate change adaptation and mitigation measures in monitoring and evaluation processes, recognizing the specific implications for displaced and migrating populations.

4. Identify funding opportunities and contribute to the development of high-quality project proposals within the unit. Ensure proposals address the specific challenges faced by displaced and migrating populations affected by climate change and man-made disaster and are aligned with donor priorities.

5. Supervise the staff assigned to the project, as well as Consultants/Implementing Partners (IPs) recruited to support and/or undertake specific activities. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.

6. Support the development and implementation of innovative, context-specific approaches to enhance climate change adaptation among disaster-prone, displaced, and migrating populations.

7. Ensure that gender equality, social inclusion, and the protection of vulnerable groups are mainstreamed across all aspects of programme design and implementation.

8. Facilitate and participate in coordination mechanisms relevant to the projects, including Emergency Clusters and Working Groups. Establish and maintain effective partnerships with relevant stakeholders, including government authorities, donors, UN agencies, research institutions, and local implementing partners.

9. Prepare timely and accurate reports, including donor reports, project updates, and internal reporting requirements within the unit. Ensure compliance with reporting guidelines, formats, and deadlines.

10. Perform such other duties as may be assigned.

Education

Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Minimum of five years for Master’s degree holder (at least seven years for University degree holder) proven experience in managing projects, especially in migration, environment and disaster risk reduction;Proven experience in project conceptualisation, development, monitoring, reporting and evaluation;Experience working with national governments, local authorities, and international partners on migration and environment, disaster risk reduction, interventions; and,Experience with Japanese funded projects (advantageous).

Skills

Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;Excellent leadership, coordination, and information management skills;Extensive project management and coordination skills, including ability to handle multiple tasks and meet tight deadlines;Excellent analytical, communication, and report-writing skills;Ability to work effectively with diverse stakeholders, including government officials, development partners, local organizations, and affected communities;Familiarity with IOM’s operational procedures, guidelines, and frameworks; and,Knowledge of the migration-development nexus and migration-sensitive programming.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of French is an advantage.
