• Supports the IEC Board of Commissioners / Secretariat CEO / DCEO’s, on technical and operational aspects of conducting electoral operations, including the planning, implementation, and completion of electoral events in accordance with Afghanistan Electoral Law.
  • Advises, assists, and monitors the Board of Commissioners / Secretariat CEO / DCEO’s IEC in the interpretation on election operations, policies, and procedures.
  • Works closely with the IEC CEO, and DCEO’s to increase electoral knowledge regarding planning, systems and implementation in planning for future electoral events.
  • Provides effective advice during designation of polling stations and polling centers, considering the criteria set out in the Electoral Law, the geographical location, and the number of eligible voters for convenience of voters and increased public participation.
  • Supports and advises on the process of voting cards distribution and counting of votes in accordance with the Election Law and work regulations and procedures for the purpose of transparency and rule of law in the process.
  • Assists with the developing, planning, and implementing process of electoral policies and programs to implement the objectives in a timely manner.
  • Provide advice on conceptualizing and development of work procedures and strategies in joint efforts with the Planning and Policy Department to improve the quality of voter registration processes, vote counting, determination of polling centers and polling stations, and coordination of the process with partner government agencies.
  • Assist to draft and develop operational election mechanisms, procedures, and regulations in coordination with relevant departments.
  • Provide effective ideas in taking basic measures for the safe storage and transfer of election information, including results, counting and other related materials.
  • Providing advice on the process of delivery of election materials to Polling centers and polling stations.
  • Provide feedback on the adoption of joint measures to ensure the security of electoral operations in cooperation with relevant government and international institutions for better conduct of election and increased participation of people.
  • Gives specific advice and concepts in the professional (operational) sector to enrich the IEC Strategic Plan.
  • Prepares monthly, quarterly, and annual advisory work plan in accordance with the general plan to achieve the IEC objectives.
  • Supports the IEC in voter registration (Biometric / manual) in the planning process for the implementation and conducting Voter registration (Biometric / manual) exercises to support future electoral events.
  • Provides guidance and support on the feasibility of information and communication technology solutions for electoral operations to IEC and Afghanistan stakeholders regarding voter registration.
  • Provide technical assistance on the design of planning systems and processes in a way that maximizes the voter registration process, and to incorporate the capturing of voter data to be transferred to the IEC database.
  • Supports the IEC in monitoring voter registration (Biometric / manual) and activities during the identified voter registration period, and immediately after the voter registration period to ensure all data captured is transferred to the IEC Data Centre, Voter Data Base in a safe and secured manner, and advises the IEC electoral operations counterpart on implementation progress.
  • Providing advice on management and coordination of voter registration and counting of votes, designation of polling centers, and the coherence of electoral operations processes.
  • Provide useful and effective ideas on maintaining communication and coordination with the IEC provincial offices for better management of the electoral process.
  • Assists the IEC with the development of contingency plans to ensure the voter registration period and process remains on track.
  • Advise the IEC on operational issues affecting delivery and overall operations.
  • Coordinates the definition of the concept of operations, timeline and budget for identified electoral events and support activities: voter registration, candidate nomination, election day, incorporating the support of procedures and training, public outreach, field operations, logistics, data and tally centre operations, results management, as well after electoral event operations.
  • Maintains a system of continuous fluid planning, timelines, reporting and evaluation of electoral operational activities.
  • Assist the IEC Chairperson, BOC, CEO, DCEO’s in capacity building planning to ensure that the IEC staff can contribute to and ‘own’ future personal and institutional capacity building to consequently develop the skills to become operationally sound in the support and conducting of electoral events.
  • Cooperate in capacity building and providing research and policy-based opinions for improving electoral reform within the IEC.
  • Supports the design of planning systems and processes in a way that maximizes capacity building for the IEC and enables the IEC to increasingly take the lead in secure voter registration practices.
  • Perform other duties assigned by the competent authorities in accordance with the laws, regulations, and objectives of the organization.
  • Master’s  or bachelor’s Degree, in Project management, Public administration, International relations. Business administration, Public policy, Law and Political Science, or any other related field..  
  • Master’s degree with a minimum 5 years of experience, or bachelor’s degree with at least 7 years of relevant work experience in election operations, management or any other related field.
  • Minimum work experience from inside and outside the country in one of the areas (electoral operations, voters’ registrations, designation of polling centers, cohesion and coordination, statistics, planning, or other sections mentioned in the duties and responsibilities of this position).
  • Experience and knowledge of the Afghanistan Electoral Management Bodies, and the institutional organizational structure and operations of both (IEC – ECC) is required.
  • Working knowledge of the Afghanistan Electoral Law is a distinct advantage.
  • Experience in election operations with procedures and policies.
  • Experience in working with government partners and other stakeholders in public sector development programs especially in capacity development, an asset.
  • Experience in working with international organizations and civil society organizations in elections or related field is desirable.
  • Good verbal and written communication skills .
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
