Education Assistant
Organizational Setting and Work Relationships
The Education Assistant will support the roll-out of Refugee Education 2030, the Refugee Education Strategy, in line with the Global Compact on Refugees (GCR), which calls on States and relevant Stakeholders to contribute resources and expertise to expand and enhance the quality and inclusiveness of national education systems to facilitate access by refugee and host community children and youth to primary, secondary and tertiary education. Providing inclusive and equitable quality education is central to the achievement of the 2030 Agenda's Sustainable Development Goals (SDG) and the Education Assistant will assist the supervisor in ensuring UNHCR's programming is in line with the SDGs.
Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results, including through follow-up on pledges made through the 2019 Global Refugee Forum. Contributing to this global roll-out of the GCR, the Education Assistant, in collaboration with the Education Section in the Division of Resilience and Solutions (DRS), will assist the supervisor in providing technical support to UNHCR countries and partners to advocate for and implement the objectives of Refugee Education 2030:
1. Promote equitable and sustainable inclusion in national education systems for refugees, asylum seekers, returnees, stateless and internally displaced persons
2. Foster safe enabling environments that support learning
3. Enable learners to use their education toward sustainable futures
The Education Assistant normally will work under the direct supervision of a higher grade Education position.
The incumbent will assist in UNHCR's work regarding education and implementation of education programs. The Education Assistant will assist in liaising with partners to assess the education context, to develop an implementation plan and to monitor the programme and assess impact. S/he will work in collaboration with education partners to improve access to, and quality of, refugee education at all levels, both formal and non-formal. S/he supports the implementation of education approaches for emerging needs in refugee education, including attention to special needs, minorities, girls, pre-school education, and non-formal activities. The incumbent will support inter-sectoral linkages with child protection, GBV, gender, community services, livelihoods and health, among others. S/he prepares relevant documentation and follows-up on administrative requirements of education projects. Additionally, the Education Assistant will focus on strengthening education data and information as well as support follow up on individual case management and provision of counselling related to education and to general refugee protection through regular assignment to UNHCR field posts at the camp.

Duties
- Assist in monitoring and supporting all existing formal and informal education programs, including implementing partner and community-based schools, and informal classes.
- Regularly collect, provide update and share information related to education, utilizing data collection to identify gaps and make recommendations as required
- Assist in the collection, analysis and reporting of core education data sets and maintenance of up to date Education Management Information System (EMIS)
- Provide regular reports on educational activities, achievements and challenges
- Perform specific administrative operational/control tasks for project/programme activities as assigned
- Undertake protection individual counselling for refugees utilising existing tools and standard operating procedures in place
- Represent UNHCR in monitoring of education projects.
- Foster inter-sectoral linkages and coordination with child protection, GBV, gender, community services, livelihoods/economic inclusion and health, among others.
- Support the training of UNHCR staff, sister UN agency staff, NGOs, and Ministry of Education officials on refugee education priorities and identified topics.
- Ensure active exchange of information and that best practices are identified, documented and disseminated.
- Prepare and support the drafting of education input in key internal and external documents and reports.
- Prepare documents and reports for clearance by the supervisor.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Essential
Demonstrated work experience in education programmes. Field experience in education programme implementation and coordination in humanitarian and/or development contexts. Desirable
Demonstrated work experience in refugee education programmes. Knowledge and experience of UNHCR policies and standards. Experience in the area of child protection. Experience with educational research, teaching or education administration.

Kenya is currently host to over 770,000 refugees and asylum seekers primarily from Somalia and South Sudan. 60 per cent of the refugee population is under 18 years of age, making access to education services for young refugees a priority. The majority of refugees and asylum seeker children attend 107 basic education institutions located within the refugee camps of Dadaab and Kakuma and Kalobeyei Settlement, which are managed and financed by UNHCR and partners. Around 187,300 refugee children are enrolled in UNHCR managed, private and public schools. An estimated 50 per cent of school age children remain out of school due to a range of supply and demand side barriers. Only around 3% of refugees have access to tertiary education. The Government of Kenya (GOK) has made a number of global, regional and national commitments to inclusion of refugees in the national education system, but progress remains mixed, with camp schools continuing to function as a parallel service. There is however a conducive policy environment for inclusion of refugees with the government’s planned shift to integrated settlements (Shirika Plan), and the development of a draft Ministry of Education costed strategy on refugee and host community education.
The Education Assistant will be expected to assist the Nairobi Education Unit in carrying out its functions, with particular focus in the following areas. The Assistant will providing administrative support for management and monitoring of implementation of DAFI Tertiary Scholarship programme, which supports over 600 scholarship students, and also provide administrative support for activities related to inclusion of refugees in the national system, including arranging regular Ministry of Education (MoE) missions to camps, supporting meetings and events with MoE, and support to ongoing MoE programmes for refugees including Elimu Scholarships, School Improvement Grants and School Meals Programmes. The Assistant will also provide support to coordination of the Refugee Education Working Group and other technical working groups, data management and knowledge management for the education team, sharing information, filing key documents, and ensuring systematic record keeping.
Nairobi is a good duty station for families. It has good medical facilities, and it is the regional medical evacuation center for countries in the East and Horn of Africa and the Great Lakes sub-regions. Recreational facilities, schools and hotels are of international standards. High standard accommodation is available, as well as good banking facilities, unlimited access to communication means, such as internet, telephone SIM cards etc. In addition, Nairobi is a malaria free environment, but cholera, malaria and yellow fever occur in other parts of Kenya. When entering the country, yellow fever card/vaccine is required. Nairobi is in UN security Level One, but politically instigated demonstrations and riots may occur from time to time. General crime in Nairobi is relatively high, especially in some low-income areas, however a high sense of vigilance and alertness is required practically everywhere.
Security Considerations
Politically instigated demonstrations and riots may occur at any time. Hazards such as road traffic accidents, fire, diseases outbreak and flooding are frequent. The crime threat level in Nairobi like in many other large cities is high and physical violence is a common feature of burglaries in residences, carjacking and robberies. The terrorism threat level in Nairobi is moderate but is high in North Eastern. A high sense of vigilance and alertness is required at all times. It is expected that the incumbent will be undertaking frequent travels to the field where different security conditions prevail.
