Result of ServiceThe Economic Analyst will be responsible for the following deliverables/Outputs. 1. Lead on South Sudan Development Dashboard/Mapping including collaborating with UN Agencies and donors to update the dashboard on regular basis. Coordinate data collection and clean up between UN agencies and GIZ consultants on development data visualization. Facilitate development of standardized data collection template. Facilitate and identify data visualization needs and develop innovative solutions to enhance decision-making processes and advocacy efforts including the development of standardized templates and tools for data collection, analysis, and reporting to enhance transparency and accountability in program implementation. 2. Deep Dive Analysis with World Bank: Support political economic analysis to deliver the following to inform the basis of discussion. a) To prepare and organize deep dive meetings with World Bank Africa Division in NY involving Juba World Bank. b) Coordinate a briefing paper on cost of inaction as a result of the economic crisis c) Updated draft code cable d) Strategic coordination with the IFIs. 3. Reporting on Public Financial Management (PFM) and RJMEC Plenary Monitor discussions at the Public Financial Management (PFM) Oversight Committee (OC) and RJMEC Plenary and provide regular update to the RC/UNCT on monthly basis. Contribute to the Public Financial Management (PFM) reform discussions with government and development partners on PFM reforms and Chapter IV of the ARCSS and contribute to engagement with Juba donor economists. 4. Prepare timely political and economic analysis and reporting to the RC/UNCT. Provide regular economic analysis and reporting to RC and UNCT on economic crisis update. Prepare critical inputs and reports for the RCO regular reporting and compliance. Economic Analyst will monitor economic indicators and prepare update for RC, UNCT and Senior Management Team (SMG) on weekly basis. Support the implementation of Kwesi recommendations/action points on the economic analysis. 5. Joint Economic and political Analysis with IFIs: Convene regular discussions with Joint UN and IFIs Economists Network and provide update to RC and UNCT on monthly basis. Coordinate update bi-annual update of South Sudan Joint Economic Analysis Report with IFIs. Design and development of data visualization products, including dashboards, infographics, and interactive maps, to present complex and development information in a visually compelling and easy-to-understand manner. 6. Facilitation and consolidation of evidence-based development data and context analysis in support of a shared understanding by the UN Country Team (UNCT), Donors and Government on sustainable development trends, challenges, and opportunities in South Sudan including researching on emerging best practices in macroeconomics for sustainable development, paying special attention to gender, Climate Change, Peace, Youth, Food Security and Agriculture, and capacity development. Work LocationSouth Sudan Expected duration12 Months Duties and ResponsibilitiesThe UN Resident Coordinator's Office in South Sudan supports the DSRSG/RC/HC in her efforts to improve the impact, efficiency, and effectiveness of the UN's joint operational activities for development in South Sudan, and to strategically position the UNCT in support of national development priorities. It provides inter-agency coordination support to the UNCT and its various sub-teams (Programme Management Team - PMT, Operations Management Team – OMT, UN Communications Group – UNCG and the PSEA task force). The support includes strategic planning, programme and operations management, policy guidance, data management and results reporting as well as knowledge management, advocacy, and communications, all seeking to enhance UN coherence and improve overall programme impact to better achieve development results. Within the delegated authority and under the supervision of Head of RCO/Strategic Planner, Mr. George Otoo, the Economic Analyst will work closely with RCO Economist and Planning, Monitoring, Evaluation and Report Specialist on tasks below: 1. Qualifications/special skillsAdvanced university degree (master’s degree or equivalent degree) in economics, sustainable development, public policy, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years of professional work experience at the national and/or international level in data collection, economic and political analysis, or reporting, or other relevant programmes. experience with research institutions, UN or other international development organization is required. Excellent drafting, formulation, reporting skills is required Accuracy and professionalism in document production and editing is required. Analytical skills and good understanding of development challenges in South Sudan is required. LanguagesFluency in oral and written English is required. Working knowledge of Arabic is desirable.
