Setting and ReportingThis position is located in the Resources Management Section (RMS) of the Sustainable Energy Division (SED) of the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland. The incumbent is under the direct supervision of the P5, Chief of Section (RMS) and the general supervision of D1, Chief of Service (SED). This position is temporarily available for an initial period ending in December 2025, with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. ResponsibilitiesThe incumbent is responsible for producing global, regional, national, and sectoral technical policy analyses in the areas of sustainable energy, “just transition”, energy resilience and sustainable resource management, as well as further development and implementation of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS), and intergovernmental support and technical cooperation. Economic or sector analysis: • Monitors economic and other developments and trends in sustainable energy, “just transition”, energy resilience and sustainable resource management in the context of the 2030 Agenda for Sustainable Development and identifies recurrent and emerging issues of concern to the United Nations and UNECE member States. • Designs and conducts studies on selected issues related to sustainable energy, “just transition”, energy resilience and integrated resource management, as well as further development and implementation of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS), to facilitate attainment of the 2030 Agenda. • Drafts resulting reports, policy recommendations, best practices and guidelines for national implementation for consideration by the Committee on Sustainable Energy, as appropriate. • Interprets and applies results of energy system modelling to determine trends, patterns and relationships in energy and raw materials production and consumption in the UNECE region. • Develops draft policy recommendations for presentation to the annual sessions of the Committee on Sustainable Energy that propose adaptive policy pathways for building resilient energy systems and forward-looking sustainable resource management with a focus on the critical raw materials needed for the energy transition. • Formulates proposals for just and resilient energy strategies, policies and measures for presentation to intergovernmental bodies and others. • Attends international, regional, and national meetings for discussions with representatives of other institutions on just and resilient energy and natural resource management. • Organizes expert group meetings, seminars, etc. on issues related to just energy system resilience and modern and sustainable resource management. • Prepares speeches and other inputs for presentations by senior staff. Intergovernmental support: • Provides substantive support on building just and resilient energy systems and sustainable and integrated resource management to the Committee on Sustainable Energy and its six subsidiary bodies. • Represents the Sustainable Energy Division at international, regional and national meetings when required. Technical cooperation: • Designs and monitors projects in the UNECE region and beyond related to building just and resilient energy systems and sustainable and integrated resource management, including the implementation of UNFC and UNRMS. • Undertakes missions to member states, either alone or as a participant in a diverse team, as part of UNECE’s work on building just and resilient energy systems and modernizing resource management systems in the UNECE region. • Prepares global, regional, national or sector analyses, best practices and cases studies that provide a basis for advising national governments on issues related to just energy resilience and the application of UNFC and UNRMS. • Conducts training seminars and workshops (in-person and online) for government officials and others. Prepares technical cooperation project concept notes and/or proposals undertaken under the auspices of the Committee on Sustainable Energy to facilitate the convergence of legal, regulatory, and policy measures. General: • Supports junior staff, reviewing their work and providing feedback. • Participates in undertakings of broader concern to represent the views or interests of UNECE and the Sustainable Energy Division. • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of UNECE’s Sustainable energy programme of work. • Undertakes on-the-job and other training activities, both internally and externally. LanguagesEnglish and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE.
