Work LocationHome based Expected duration1 Mar - 30 Sep 2025 Duties and ResponsibilitiesOrganization Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Under the supervision of the Head of UNDRR Office in Bonn, and in collaboration with the EW4All Monitoring and Evaluation Working Group (co-chaired by United Nations for Disaster Risk Reduction and Word Meteorological Organisation), the consultant will be home-based and will carry out the following tasks: 1. Develop a plan of analysis and identify key data sources for the report. 2. Conduct desk research, compile and interpret related data and statistics, compile and analyze case studies, and undertake consultation meetings with key stakeholders as global stocktake of multi-hazard early warning systems within the purview of Early Warnings for All initiative, building on the previous reports. Draft the report narrative based on data analyses, case studies and other inputs provided by EW4All implementing partners, governments and partner organisations. 3. Incorporate inputs and comments on subsequent drafts and finalize the document for editing and graphic design (editing and design are not part of this consultancy). Qualifications/special skills• Advanced university degree (Master’s degree or equivalent) in international or development economics, Disaster Risk Management, Environment, Communications, or other related disciplines is required. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. • A minimum of seven years of experience in policy analysis and communication for resilience in the context of developing countries is required. experience in data collection and analysis, risk communications including conducting consultations and drafting in the field of early warning-early action is desirable.
